Job Summary

OpenGov is seeking a Product Manager to help bring our vision of unified analytical capabilities to life across our industry-leading software Suites. In this role, you'll shape how data is surfaced, interpreted, and acted upon across multiple products-delivering a cohesive, scalable, and impactful analytics experience that empowers governments to make smarter, data-driven decisions. You'll work closely with design, engineering, and go-to-market teams to understand customer workflows, identify cross-product data opportunities, and deliver analytical solutions that are both powerful and intuitive. This is a high-impact role for a curious, systems-oriented product manager with strong user empathy and a passion for driving public sector innovation.

Responsibilities
  • Develop a deep understanding of end user personas, use cases, and data quality requirements across the full range of OpenGov's Suites, ensuring data and insights are driving experiences across the platform.

  • Gather requirements and write clear, actionable user stories and business specifications to guide product and engineering work.

  • Collaborate with product designers to ideate, prototype, and iterate on intuitive data experiences, including dashboards, reports, and workflows.

  • Champion platform thinking-identify opportunities to unify analytics capabilities across modules to create a seamless, consistent user experience.

  • Partner with engineering on backlog grooming, sprint planning, and defining acceptance criteria to ensure timely and high-quality delivery.

  • Prioritize features and enhancements based on customer impact, strategic value, and technical feasibility; make thoughtful trade-offs.

  • Coordinate across multiple product lines and functions (Engineering, Design, Sales, Marketing, Customer Success, Professional Services) to align goals and execution.

  • Operate with flexibility and creativity in a fast-paced, iterative environment, solving problems with a mix of structure and innovation.

Requirements & Preferred Experience
  • 4+ years of product management experience in enterprise SaaS; experience with data-rich platforms and/or analytics tools is a strong plus.

  • Experience building data-driven web and mobile applications, ideally in a B2B or public sector context.

  • A strategic thinker who can connect dots across systems and products while staying grounded in user needs and technical constraints.

  • Familiarity with product tools such as Aha!, Jira, Confluence, and Pendo.

  • Comfortable working in Agile/Scrum development environments.

  • Excellent written and verbal communication skills, with the ability to influence both technical and non-technical stakeholders.

  • Experience working with state and local governments, or deep curiosity about the public sector, is highly preferred.

  • Familiarity with data visualization, reporting tools, or business intelligence platforms is a plus.

  • Hands-on software development or data experience (SQL, APIs, etc.) is a bonus, but not required.

$125k - $140k

On target ranges above include base plus a portion of variable compensation that is earned based on company and individual performance.

The final compensation will be determined by a number of factors such as qualifications, expertise, and the candidate's geographical location.
