Position Title: Test Engineer, Senior

Location: Washington, DC (Remote)

Clearance: Public Trust/MBI

Salary: $150,000-$165,000

Position Summary:

Command Cyber Solutions is seeking a Senior Test Engineer to support the IRS Business Tax Account (BTA) modernization initiative as part of the Taxpayer Experience (TXE) Strategy. The Senior Test Engineer will lead the design, development, and execution of automated and manual test strategies to ensure high-quality, secure, and accessible taxpayer-facing applications. This role will collaborate closely with developers, product owners, and other stakeholders to validate functionality, performance, and compliance with IRS security and accessibility standards.

Essential Duties & Responsibilities:

  • Lead the development of test plans, test cases, and automated test scripts to validate application functionality, security, and performance.

  • Ensure testing aligns with IRS standards for quality, security, and compliance, including OWASP ASVS 4.0.3 and WCAG 2.2 AA accessibility requirements.

  • Implement automated test frameworks using tools such as Selenium, SoapUI, Cypress, or similar platforms, ensuring high code coverage.

  • Conduct functional, integration, regression, and performance testing, validating that all features meet acceptance criteria.

  • Collaborate with developers and DevSecOps engineers to integrate automated testing in CI/CD pipelines using Jenkins, GitHub Actions, and SonarQube.

  • Track defects using JIRA, working with development teams to prioritize and resolve issues.

  • Support user acceptance testing (UAT) with stakeholders and provide test evidence for compliance documentation.

  • Review test strategies and test scripts for optimization and provide technical guidance as appropriate.

  • Participate in Agile ceremonies to support backlog refinement, sprint planning, and test strategy alignment with user stories.

Education, Certification & Experience Requirements:

Education Required:

  • Bachelor's degree in Computer Science, Software Engineering, or a related field.

Certification Required:

  • This position requires the ability to obtain and maintain a Public Trust background investigation in accordance with IRS and Department of the Treasury personnel security policies.

    • Favorable Tier 2 - Moderate Risk Public Trust (SF-85P) investigation.

    • Elevated Eligibility: Tier 4 - High Risk Public Trust (SF-85P) investigation, if duties involve elevated system privileges, access to sensitive IRS systems, or handling Federal Tax Information (FTI).

    • Staff-Like Access: Contractor personnel must receive a favorable suitability determination before being granted staff-like access to IRS information systems.

    • Employment is contingent upon passing the required background investigation and maintaining eligibility throughout the period of performance.

  • CompTIA Sec+ (or equivalent DoD 8570 IAT Level II certification) (Required).

  • ISTQB Certified Tester - Advanced Level or equivalent (Required).

  • Certified Software Test Professional (CSTP) or Certified Agile Tester (CAT) (Preferred).

  • AWS Certified Cloud Practitioner or AWS Developer Associate (Preferred).

  • Certified Secure Software Lifecycle Professional (CSSLP) or equivalent (Preferred).

Experience Required:

  • 7+ years of experience as a front-end developer, with at least 3+ years in a senior or lead role on IT or government projects.

  • Experience with automated testing frameworks, CI/CD pipelines, and cloud-based environments (AWS preferred).

  • Familiarity with IRS systems, federal security requirements, and accessibility standards.

Knowledge, Skills & Abilities:

  • Strong knowledge of software testing methodologies, automation frameworks, and Agile testing practices.

  • Knowledge of federal compliance standards, accessibility requirements, and secure testing practices aligned with OWASP ASVS.

  • Proficiency with automated testing tools (Selenium, Cypress, SoapUI) and integration in CI/CD pipelines.

  • Skilled in writing and executing test cases, analyzing results, and identifying root causes for defects.

  • Ability to lead testing strategies for enterprise-scale web applications, ensuring functional, security, and performance compliance.

  • Ability to mentor others and collaborate effectively with developers and DevSecOps teams.

Working Conditions/Working Environment/Physical Demands:

  • This position is a remote position, with potential for periodic on-site presence in Washington, D.C., for key technical meetings, design sessions, or project milestones.

  • Hours of operation are M-F between 0800-1630.

  • Occasionally, project requirements may require temporary adjustment of work hours/days

  • Duties are subject to change based on the needs of the customer
