The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work: The Maryland Transportation Authority (MDTA) is seeking a Procurement Officer II to join either the Services and Maintenance Section or the Information Technology (IT) and Commodities Section within the Division of Procurement. This position is responsible for procuring or coordinating the procurement of services and maintenance services or IT and commodities contracts required by various MDTA departments in accordance with all applicable federal, state, and local laws, policies, and procedures. This position assists in the preparation of highly technical and complex specifications, contracts, and solicitation documents, including all related research and value analysis. This position develops, solicits, evaluates, negotiates, and awards all service and maintenance or IT and commodity procurements of the MDTA in collaboration with the appropriate State Control Agencies. The position requires a strong understanding of procurement regulations and involves direct interaction with the public, private vendors, the Office of State Procurement (OSP), Department of Budget and Management (DBM), Department of Information Technology (DoIT), the Department of General Services (DGS), and personnel across the MDTA, Maryland Department of Transportation (MDOT), and other state agencies.The duties and responsibilities for this position include, but are not limited to, the following:

  • Reviews and analyzes procurement requests to determine the most appropriate method of use, such as Competitive Sealed Bids, Competitive Sealed Proposals, Sole Source, or Intergovernmental, per state procurement regulations and procedures;
  • Examines bids/proposals to determine issues of responsiveness and responsibility and/or the need for additional information;
  • Conducts bid openings and pre-proposal conferences for competitive procurements to clarify the technical and procurement aspects of the solicitation documents;
  • Negotiates the most favorable price, terms, and conditions for Sole Source and emergency procurements;
  • Develops and prepares solicitation specifications, Purchase Order Request for Proposals (PORFP), Task Order Request-for-Proposals (TORFP), Invitations-for-Bid (IFB), Requests for Proposals (RFP), Sole Sources, contract renewals and Memorandums of Understanding;
  • Determines advertisement needs based on project scope, procurement type, and competition level; places ads in required publications and eMaryland Marketplace; and sends solicitations to the Governor's Office of Small, Minority, and Women Business Affairs and the Maryland Department of Veterans Affairs; and
  • Updates current informational checklist and status reports per state procurement regulations and MDTA/MDOT procedures.

Employees in this classification receive general supervision from the DOT Procurement Manager I or other designated official. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions
.

The ideal candidate may possess the following:

  • Professional procurement certifications such as Certified Professional Public Buyer (CPPB), Certified Professional Public Officer (CPPO) or other professionally recognized procurement certification such as the Certified Maryland Procurement Officer or Certified Maryland Procurement Associate certifications.
  • Experience with the procurement of service and maintenance contracts
  • Experience with procurement within a government agency

1. Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education.

2. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.
