About Healthy Community Alliance
Healthy Community Alliance (HCA) is a nonprofit rural health network based in Gowanda, New York, serving Cattaraugus County and parts of Chautauqua, Erie, and Wyoming counties. Incorporated in 1996, HCA is one of 31 networks supported by the New York State Department of Health's Charles D. Cook Office of Rural Health. Its mission is to improve quality of life in rural areas through inclusive partnerships focused on wellness and prevention.

HCA delivers both direct services and regional support. Its programs address health access, caregiver and senior support, maternal and infant health, insurance navigation, nutrition, and more. The organization also strengthens regional capacity through fiscal sponsorship, administrative infrastructure, and network coordination.

A distinctive aspect of HCA's model is its ownership of a multi-use facility in Gowanda. The upper floors house Academy Place Apartments, HUD-supported senior housing managed with People Inc. The first floor-Community Place-serves as a hub for medical, behavioral health, and aging services, as well as recreation and food access. This integration of housing, care, and community services reflects HCA's commitment to addressing the social drivers of health.

HCA's impact is grounded in long-standing partnerships with public agencies, healthcare providers, and local organizations. With a team of approximately 20, the organization continues to adapt to community needs while maintaining a clear focus on health equity and access.
Position Summary
Under the direction of the Chief Executive Officer, and as a member of the administrative team, the Director of Operations and Growth, works in partnership with management to design and implement systems and procedures to improve organizational efficiency and effectiveness. They translate strategic goals into everyday workflows, establishes and monitors performance metrics, facilitates intra-agency communications, and fosters a positive work environment. In collaboration with the CEO, they develop strategic initiatives that support the mission and the growth and sustainability of the organization.

You'll join a small, mission-driven team known for innovation, collaboration, and deep community engagement. The Director of Operations and Growth will play a key role in strengthening systems, supporting staff, and expanding HCA's reach-all while improving health outcomes for underserved rural populations.
Essential Functions
1. Operational Systems & Process Improvement
  • Develops, recommends, and administers policies, procedures, and workflows across HCA's programs, facilities, and functions.
  • Implements process improvements to reduce inefficiencies and increase consistency.
  • Measures effectiveness of internal/external processes and uses data for decision-making.
  • Coordinates systems for tracking and sharing outcomes and impact.
2. Organizational Development & Growth
  • Builds infrastructure to support professional development, knowledge transfer, and succession planning.
  • Collaborates with the management team on the design of scalable, durable systems aligned with strategic goals.
  • Operationalizes goals around continuous improvement and long-term planning.
  • Develop systems and solutions to organizational challenges that can lead to organizational growth.
3. People & Culture Strategy
  • Establishes systems for employee performance, engagement, and professional development.
  • Fosters cross-functional communication and a collaborative culture.
  • Acts as a credible leader with staff and the Board to align people practices with organizational goals.
Non-Essential Functions
  • Performs other duties as requested by the Chief Executive Officer.
  • Participates in facility operations and office coverage rotation.
Salary
The salary range for this position is $65,000 - 70,000 annually.

Qualifications
The ideal candidate is a proactive, solutions-oriented leader who thrives in a dynamic, small-team environment. They bring experience developing systems and written protocols, along with the ability to support team cohesion and accountability. A background in quality or compliance is helpful, as is a collaborative leadership style that empowers staff at all levels of the organization. Familiarity with rural communities and a hands-on, adaptable approach are key to success in this role.
  • Minimum 5 years of experience in a management role in the field of health and human services field
  • Bachelor's Degree or equivalent experience
  • Proven track record of success facilitating operations and organizational development within a growing organization
  • Demonstrated management and leadership skills and a track record of success
  • Excellent verbal and written communication skills with exceptional attention to details
  • Strong project management and problem-solving skills
  • Personal qualities of integrity, credibility, and a commitment to and passion for HCA's mission
  • Able to multi-task, respond to rapid change; organize, prioritize, and perform work with minimal supervision
  • Exceptional interpersonal skills, including written and verbal communication
Travel
This is a hybrid position located at our office in Gowanda, NY. The candidate must be able to travel to the office, among communities in the service area, and to regional and statewide meetings and conferences.
