DESCRIPTION OF WORK

As a Fiscal Management Specialist 3, you will function as the key person reviewing statewide IDEA (Individuals with Disabilities Education Act) federal budget guidelines. You will be responsible for reviewing and approving funding application budgets and final expenditure reports, resolving any discrepancies in the data presented by the schools, as well as calculating regional planning allocations. You will have the opportunity to oversee the preaudit and processing of Medical Assistance requests submitted by local education agencies (LEAS) for reimbursement. Work also involves processing SBAP (school-based access program) contractor's invoices for payment, including checking for mathematical accuracy and completeness. Additional responsibilities include:
- Maintaining computerized control system of payments to LEAs and vendor invoices
- Preparing various analyses and summaries for special projects, meetings, and more
- Participating in BSE (Bureau of Special Education) Regional Fiscal Trainings and clinic table presentations at the annual Pennsylvania Association of School Business Officials (PASBO) Conference
- Analyzing contract budget revisions, budget amendments, and reports submitted by LEAS
- Reviewing and recommending funds for encumbrance, payments, or lapses

- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) 4 days per week. You will be required to report in-office on Tuesday each week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Fiscal Management Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
- An equivalent combination of experience and training.
