Job Overview
The HR Business Transition Manager is responsible for leading the development and execution of HR transition strategy for new business activity across the organization. This position will work closely with the Growth & Strategy department, program leaders, and other staff to successfully support all proposal pursuits required to fulfill contract requirements. The position will manage and the end-to-end process offering recommendations and measuring progress through different qualitative and quantitative metrics. Work Model: Remote
Responsibilities
Essential Duties & Job Functions:
- Partner with program leads and business development to understand human capital workforce requirements for potential contracts.
- Actively participate in proposal activities including, but not limited to, analysis of RFPs, proposal team meetings, proposal section writing and review, and developing strategies and recommendations for all human resource actions pre and post contract award.
- Develop and lead HR project plan from requirements definition through deployment, identifying potential human capital risk and develop mitigation actions in partnership with the program leadership and the human resource team.
- Support pricing and cost calculation on personnel need, contract type and time delivery.
- Develop targeted staffing strategies to find candidates with specific experience, skill, and competency.
- Partner with Talent Acquisition team to build talent pipelines, identify areas of opportunity and maintain relationships with potential candidates.
- Ensure compliance with government regulations (e.g., OFCCP, SCA), and applying human resources best practice to all proposal efforts.
- Deliver status activity briefings to project teams, leaders and executives for each active proposal effort in pipeline.
- Collaborate with functional HR teams (i.e. Benefits, Labor Relations) to ensure accurate and complete information is considered in the development of the HR strategy and delivery for all proposed work.
- Develop and execute transition activities for each contract awarded to include onboarding actions, company and site-specific orientation, and credential facilitation.
Accountable For:
- Bridging the gap between HR strategy and business development needs.
- Developing and promoting two-way flexible communication mechanisms for the workforce to influence and promote exceptional employee engagement.
- Ensuring all HR processes related to the transition of staff are executed on schedule.
- Establishing strategies and programs for all Growth & Strategy talent management programs, including recruiting, retention, learning/career development, performance optimization, and succession planning to build and optimize internal people resources.
- Exercising independent judgment and appropriately handling sensitive and confidential information.
- Communicating clearly and effectively at all organizational levels.
- Creating and maintaining cross-departmental relationships to enable success.
Job Requirements
Mandatory:
- Bachelor's degree in human resources or related field from an accredited college or university.
- 10+ years of demonstrated Human Resources experience that cover functional areas of Human Resources (Talent, Acquisition, Benefits, Employee Relations, etc).
- 5+ years of federal government contracting experience with strong understanding of RFPs, FAR, SCA/DBA and other relevant regulations.
- 3+ years of supervisory/management experience.
- Deep knowledge of SCA/DBA, experience with CBA, Unions, and the labor relations process.
- Demonstrated knowledge of basic project management principles to drive process execution.
- Demonstrated knowledge of HR best practices with talent acquisition, onboarding, performance management, and compliance.
- Excellent communication and interpersonal skills with the ability to work across all levels of the organization.
- Ability to analyze data, identify trends, and develop effective strategies in line with the specific work effort.
- Ability to work independently as well as collaborative with multiple stakeholders.
- Must be able to successfully pass a pre-employment background check and drug test.
- Travel as required for site visits, proposal support, transition execution (25%-35%).
Preferred:
- Master's or other advanced degree in business or related field.
- Experience leading or supporting HR projects at an organization/enterprise level.
- Prior experience with data analysis and budget management.
- Prior experience with various ERP's.
- Experience working with an Alaska Native Corporation.
Working Conditions:
- This job operates primarily in a professional indoor office environment.
- This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- This role will be required to travel up to 35% of the time. Some travel may occur outside the continental United States.
Physical Requirements:
- This is largely a sedentary role; however, some filing is required.
- This would require the ability to move files, open filing cabinets, and bend or stand as necessary.
