Primary Function

The Contract Facility Security Officer (FSO) for the WSMR Test and Evaluation Analytical Services (TEAS) contract is responsible for administering the Yulista security program and ensuring full compliance with the National Industrial Security Program (NISP), DoD regulations, and contract-specific security requirements. Serving as the primary point of contact between the company and federal security agencies-including the Defense Counterintelligence and Security Agency (DCSA)-the FSO manages all aspects of personnel security, facility clearances, and classified information protection. This includes overseeing clearance processing, visit requests, insider threat protocols, and maintaining records in the Defense Information System for Security (DISS). The FSO also leads the development and enforcement of security policies and provides comprehensive training and education for all staff working under the WSMR TEAS contract. By maintaining a strong security posture and fostering a culture of awareness and compliance, the FSO plays a critical role in safeguarding sensitive operations and supporting the contract's overall mission success.

Essential Duties

  • Create, execute, and monitor the security policies, procedures, and practices in compliance with the Government security requirements.
  • Work closely with Business Development (BD) for proposals submissions.
  • Conducts random inspections of all aspects of the operation for compliance with applicable client, DoD, and NISPOM guidance.
  • Ensure COMSEC requirements and procedures are implemented and followed.
  • Maintains awareness of company and government security policies and procedures through training.
  • Administer NBIS/NISS/DISS activity including processing clearances and visit requests.
  • Be the primary point of contact for DCSA reviews and correspondence.
  • Maintain a working relationship with all contract security officers to ensure proper paperwork and clearances are maintained.
  • Investigate reports of security infractions in accordance with company and customer requirements.
  • Manages the company badging system for all facilities and locations. Ensure appropriate physical security measures are in place at each facility.
  • The Facility Security Officer may be required to perform other related duties to meet the ongoing needs of the organization.
  • Review and analyze contract related DD-254s; ensure the proper flow down of security requirements to subcontractors.
  • Administering a company-wide Insider Threat program
  • Other duties as requested

Desired Knowledge, Skills & Abilities

  • Working knowledge of Government security databases associated with industrial security, including NBIS, DISS, and NISS (personnel clearance management, reports, visit requests, etc.).
  • Intermediate to expert level computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with other team members.
  • Must possess effective oral and technical written communication skills to clearly communicate information to others.
  • Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.
  • Ability to follow a process.
  • Strong professional customer service skills, including active listening, prompt service and follow-up.
  • Strong decision analysis and problem-solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management.
  • Ability to learn and understand corporate policies and procedures and how they relate to goals.
  • Ability to perform basic mathematical computations.
  • High degree of self-motivation and the ability to work independently.
  • Ability to multi-task

Required Qualifications

  • Active Top Secret Security Clearance
  • Prefer CDSE Security Fundamentals Professional Certification (SFPC)
  • Bachelor's degree in a related field or 3 years in a security related field
  • 3 years of experience in the role of FSO or Security Manager position

Working Environment

This is an on-site, fast-paced multi-tasking customer service-oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.This position is normally 5 days a week M-F. However, weekends and after hour support may be required.
