Primary Function

The Human Resource Specialist supporting the WSMR Test and Evaluation Analytical Services (TEAS) contract provides comprehensive HR support across multiple functional areas, including benefits administration, recruitment, onboarding, badging, security clearances, and Common Access Card (CAC) processing. This role assists in the full hiring lifecycle by coordinating job postings, tracking applicants, scheduling interviews, and onboarding qualified personnel to ensure timely staffing in support of contract requirements. The specialist also manages benefits enrollment and employee inquiries, ensuring compliance with company policies and federal regulations. Additionally, the HR Specialist collaborates closely with the Facility Security Officer (FSO) and Program Manager to process background checks, facilitate clearance documentation, and ensure all personnel are properly credentialed and badged in accordance with government standards. By delivering responsive and detail-oriented HR services, this position supports workforce readiness, compliance, and operational continuity across the TEAS contract.

Essential Duties

  • Administer new hire orientation and onboarding of new employees and ensure all new hire paperwork is completed and processed to include benefits administration.
  • Manages employee relations issues, including investigations and recommendations for corrective actions.
  • Administer and understand HR Policy and Organizational Design
  • Create Personnel Action Forms (PAFs) for changes, new hires, terminations, etc. and process according to HR procedures.
  • Coordinate the educational assistance program and maintain documents.
  • Create job descriptions for new positions associated with the contract.
  • Identify Career Development Programs for Managers/Supervisors and Employees
  • Employee Relations; enhance positive relations between management and employees.
  • Coordinate the Performance Management program for employees which includes maintaining master database of employees, performance review timing by department, notifying management when reviews are due, and ensuring their completeness. Ensure effectiveness, compliance, and equity within the organization.
  • Processes and administers all leave-of-absence requests and disability paperwork: medical, personal, disability and FMLA in coordination with Corporate Human Resources.
  • Complete employment verification requests
  • Answer and resolve employee questions regarding benefit plans.
  • Coordinate with Corporate Recruiting to process the internal bidding process for positions that fall under the Collective Bargaining Agreement (job postings/employees qualifications/bid results)
  • Data Entry / Management
  • Able to travel to different sites as required.
  • Other duties as requested

  • Advanced computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
  • Ability to enter data accurately into databases.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with external contacts such as customers, vendors, suppliers, shipping companies, etc. Must represent the company in a professional manner at all times.
  • Must be trustworthy - will handle confidential information routinely.
  • Must possess effective oral and technical written communication skills to clearly communicate information to others.
  • Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.

Required Qualifications

  • Certification in Human Resource Management is helpful.
  • Bachelor's in human resource management or a concentration in Human Resource Management
  • Must have at least 2-years Human Resource experience preferably in a DoD contracting organization.
  • Must have excellent communication skills, presentation skills and excel in public speaking.
  • Ability to follow through and meet deadlines on assigned projects from start to finish.
  • Experience using an HRIS system, Deltek experience preferred.
  • Proven work experience in an area that required high levels of accuracy or auditing.
  • Must be able to obtain and maintain a government security clearance

Working Environment

This is an on-site, fast-paced multi-tasking customer service-oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.This position is normally 5 days a week M-F. However, weekends and after hour support may be required.
