Primary Function The Deputy Program Manager will assist the Program Manager in providing overall leadership and strategic oversight for all aspects of the White Sands Missile Range (WSMR) Test and Evaluation Analytical Services (TEAS) contract. This individual will serve as the secondary POC for all communications with the Government, ensuring alignment between contract objectives, operational execution, and customer expectations. The Deputy Program Manager will represent the company in all matters related to operational performance, including technical discussions, compliance reporting, personnel management, subcontractor coordination, and issue resolution. The Deputy Program Manager will assist in the planning, execution, and monitoring of all contract deliverables, ensuring that services are delivered on time, within scope, and in full compliance with applicable federal regulations, quality standards, and mission requirements. This includes assisting in the management of project budgets, schedules, performance metrics, risk mitigation strategies, and continuous improvement initiatives. This individual will provide operational management to personnel and backfill for the Program Manager as required. Essential Duties
- Effectively deliver contract execution with measurable results and timely delivery of all contract requirements.
- Responsible for all personnel and for the day-to-day contract activities including but not limited to, project planning, scheduling, reporting and cost control.
- Serve as the secondary point of contact for all government communications related to the WSMS TEAS contract, ensuring timely, accurate, and professional engagement with stakeholders.
- Represent Tunista in all contact-related matters, empowered to make decisions and take actions on behalf of the company.
- Assist in the development, implementation, and management of contract-specific policies, procedures, and performance metrics to ensure compliance with contractual obligations and regulations.
- Assists in monitoring contract milestones and deliverables, tracking progress against project goals, timeliness, and financial targets.
- Identify and resolve performance issues, risks, or delays through proactive management and collaboration with internal and external partners.
- Assist with, as required, all aspects of resource management, including recruitment, onboarding, workforce planning, and personnel performance evaluations.
- Ensure contract operations meet or exceed quality, safety, and mission readiness standards as outlined in the Performance Work Statement (PWS).
- Assist in leading regular contract reviews, audits, and reporting requirements, maintaining thorough documentation and transparent communication with the client.
- Drive continuous improvement by analyzing performance data, incorporating feedback, and implementing innovative solutions to enhance efficiency and effectiveness.
- Promote a culture of accountability, professionalism, and customer service across all contract functions, reinforcing Tunista's commitment to excellence.

Supervisory Responsibilities Yes Desired Knowledge, Skills & Abilities
- Must possess a comprehensive understanding of the mixture and depth of technical skills required across all contractual requirements.
- Excellent communication skills, both orally and in writing
- Strong leadership and management skills
- Must have strong understanding of the quality and safety requirements of a test range environment.
- Previous experience managing a DoD T&E Range contract
Required Qualifications
- Bachelor's degree in engineering (Mechanical, Electrical, Chemical, Nuclear, Aeronautical or network) or business
- Must have 2 years' experience performing management activities in a test range environment.
- Minimum of 2 years' experience in management of a DoD contract.
- Must be able to obtain a Top-Secret Clearance
- Good working knowledge of safe working practices is essential.
Working Environment This is a on-site, fast-paced multi-tasking customer service-oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.This position is normally 5 days a week M-F. However, weekends and after hour support may be required.
