Primary Function

The Scientific Programmer III serves as a key technical expert responsible for developing, implementing, and maintaining advanced software tools, analytical models, and data processing systems that support Test, Evaluation, and Analysis (TE&A) of complex defense and aerospace systems. This role enables the accurate interpretation of test data, automation of analytical workflows, and generation of actionable insights related to system performance, reliability, and mission effectiveness. Working in close coordination with engineers, analysts, and test personnel, the Scientific Programmer III ensures that data-driven solutions meet mission requirements, adhere to government standards, and support real-time and post-test decision-making in a structured, metrics-driven environment.

Essential Duties

  • Design, develop, and maintain custom software tools, scripts, and analytical frameworks used to process test data and evaluate system performance.
  • Automate data ingestion, reduction, and reporting pipelines from instrumented test ranges, labs, or simulations.
  • Work closely with test engineers, analysts, and evaluators to translate test objectives into quantifiable metrics and develop algorithms that support performance assessment.
  • Implement and validate statistical and computational models for system behavior under operational conditions.
  • Create detailed technical documentation, test plans, user manuals, and data flow diagrams to ensure traceability and repeatability.
  • Conduct debugging, code reviews, and software validation to ensure data accuracy and computational efficiency.
  • Support post-test analysis and reporting, including generating visualizations, dashboards, and structured data deliverables.
  • Coordinate with multidisciplinary teams to ensure alignment of software tools with mission requirements, instrumentation configurations, and test constraints.

  • Basic to intermediate computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs.
  • Ability to enter data accurately into databases.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with external contacts such as customers, vendors, suppliers, shipping companies, etc.
  • Must be trustworthy - will handle confidential information routinely.
  • Must possess effective oral and written communication skills to clearly communicate information to others.
  • Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.
  • Ability to follow a process.
  • Strong professional customer service skills, including active listening, prompt service and follow-up.
  • Analytical skills with the ability to evaluate data and consider decision impact across multiple areas.

Required Qualifications

  • Bachelor's degree in computer science, Applied Mathematics, Physics, Engineering, or a related technical field (Master's preferred).
  • Minimum of 5 years of experience in scientific or analytical programming in a test and evaluation or data analysis environment.
  • Must have a Top-Secret Clearance.
  • Proficient in programming languages such as Python, MATLAB, C++, or R.
  • Strong background in data structures, algorithms, and numerical/statistical analysis techniques.
  • Experience handling large, complex, and sometimes classified datasets from instrumentation, telemetry, or simulation environments.
  • Familiarity with data standards and formats used in DoD/DoE testing environments (e.g., HDF5, TDMS, XML, JSON).
  • Ability to interface with test instrumentation teams, data acquisition systems, and evaluation leads to ensure data quality and alignment with test goals.
  • Proficiency in using Git, Linux/Unix environments, and common data analysis libraries.

Preferred Qualifications:

  • Experience supporting Department of Defense or defense contractor TE&A programs (e.g., DT&E, OT&E, developmental test events, system-of-systems analysis).
  • Knowledge of test range operations, MIL-STD data formats, or live-fire and flight test data.
  • Familiarity with database systems (SQL, NoSQL), data visualization tools (Tableau, Power BI), or custom dashboard development.
  • Background in modeling & simulation (M&S) integration or verification & validation (V&V).
  • Understanding of acquisition lifecycle processes and test planning documentation (TEMP, DTP, etc.).

Working Environment

This is an on-site, fast-paced multi-tasking customer service-oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.This position is normally 5 days a week M-F. However, weekends and after hour support may be required.
