The City of Takoma Park seeks a full-time Deputy Director to help manage the Housing and Community Development (HCD) Department and lead complex department-wide projects. The Deputy Director assists in the internal and external oversight of the Housing & Community Development Department, working closely with the Department Director to ensure quality customer service delivery, advancement of strategic planning and Council Priority goals, and coordination with other City Departments.


Typical Duties


  • Provides joint oversight of assigned HCD divisions, including Planning & Development Services, Housing, Economic Development, Arts & Humanities, and Code Enforcement, with direct oversight responsibilities to be delineated with the HCD Director.



  • Works with the HCD Director to implement Department-specific plans, including the Housing & Economic Development Strategic Plan, Public Space Management Plan, etc.



  • Leads special projects for HCD related to real estate, department-wide improvements, or projects which require significant cross-collaboration.



  • Supports the HCD Director in implementing team building projects within the Department.



  • Assists with annual budget development and fiscal spending.



  • Manages aspects of external communication, including website and social media outreach strategies in collaboration with the Communications Department.



  • Represents the Department in cross-departmental activities with other members of senior leadership.



  • Provides Departmental leadership during absences of the Director.



  • Represents the Department and departmental projects at the Takoma Park City Council and other community events.



  • Represents the Department and City in regional associations, stakeholder events, and other appropriate spaces.



  • Performs related duties as assigned.




Minimum Qualifications/Expectations
Required:


  • A baccalaureate degree in urban studies, economics, public policy, or related field; and



  • Four to seven years of progressively responsible experience in community development, urban planning, housing development, with experience leading teams; or



  • Any combination of education, training and experience which provide the required knowledge, skills, and abilities to perform the essential functions of the job



  • Knowledge of the principles and practices of sustainable development, urban design, community planning and community and economic development.



  • Knowledge of principles and practices of local housing policy and economic development.



  • Extensive knowledge of local government practices and procedures.



  • Experience with supervision of individual staff members.



  • Oversight of large projects.



  • Knowledge of computers and job-related software programs.



  • Knowledge of geographic information system (GIS) principles and practices.



  • Knowledge of grant development principles.



  • Knowledge of program and project management principles.



  • Knowledge of procurement procedures, contract requirements, and payment procedures.



  • Knowledge of relevant federal and state laws, City ordinances, and department policies and procedures.



  • Skill in preparing clear and precise reports.



  • Skill in problem solving.



  • Skill in prioritizing and planning.



  • Skill in interpersonal relations.



  • Skill in oral and written communication.





Preferred:


  • Masters degree in urban studies, economics, public policy, or related field



  • Fluency in Spanish or Amharic




The salary for this position is graded between $112,972.55 and $133,075.89 annually, and will be offered at a level consistent with the experience and qualifications of the candidate. We offer a highly competitive benefits package, including 100% paid premiums of medical, dental, and vision insurance for employee only coverage, and 80% paid premiums for dependents.
