JOB DESCRIPTION

Position: Enterprise Architect

Position Summary:

The U.S. Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (OCIO) is responsible for enabling the creation and sharing of business information in support of the HUD mission. The HUD OCIO manages the HUD portfolio of information technology (IT) to ensure HUD's IT investments generate business value while mitigating risks.

HUD has a requirement to create an integrated, unified, and comprehensive Enterprise Architecture (EA) program and associated management processes (e.g., architecture governance, communications, toolset management, integration with other planning offices, etc.).

Clearance Eligibility: Public Trust

Salary: The salary offered will depend on education, certifications, length and relevance of work history, and professional experience.

DUTIES AND RESPONSIBILITIES:

The Enterprise Architect will:

  • Serve as the technical lead supporting large-scale software modernization initiatives involving multiple related projects.
  • Be responsible for defining the technical strategy, system architecture, and implementation approach necessary to transition legacy applications to modern platforms.
  • Support the government program or project manager by developing a modernization roadmap, ensuring alignment with HUD's enterprise architecture, reviewing/evaluating technical documents, and making technical recommendations.
  • Provide technical leadership, guide cross-functional development teams, and ensure solutions are consistent with HUD's modernization goals and architectural standards.
  • Demonstrate expertise in modern software engineering practices, including cloud-native architectures, microservices, API integration, and effective migration strategies.
  • Adjust engineering designs and technical activities to comply with federal government procurement regulations, cybersecurity policies, and IT management legal requirements.
  • Rely on extensive technical experience and sound judgment to plan and accomplish goals.
  • Possesses strong skills in coordinating with enterprise architecture, cybersecurity, and operations stakeholders, as well as explaining technology choices to senior, business-oriented stakeholders.

Supervisory Duties:

  • The EA Enterprise Architect is a senior-level individual contributor. The role is not required to perform administrative supervisory duties.
  • Lead and mentor other engineers through technology design and review activities.

Education and Certification Requirements:

  • A bachelor's degree from an accredited academic institution recognized by the U.S. Department of Education in one or more of the following disciplines: Software Engineering, Computer Engineering, Electrical Engineering, Computer Science, or a similar discipline.
  • Amazon Web Services (AWS) Certified Solutions Architect (Professional or Associate).

Background and Experience:

  • A minimum of ten (10) years of experience working on a similar project as described in this PWS. In lieu of the ten (10) years of experience, the Enterprise Architect may have a master's degree from an accredited academic institution recognized by the U.S. Department of Education in one or more of the following disciplines in Software Engineering, Computer Engineering, Electrical Engineering, Computer Science, or similar discipline, with a minimum of four (4) years of experience working under a similar project as described in this PWS.
  • Previous experience working as a Senior, Staff, or Principal Engineer supporting complex software development projects.
  • Understanding of high-level interconnections between on-premises datacenter infrastructure, mainframes, public cloud environments, application development/modernization, databases, code repositories, and testing tools.
  • Candidates should be capable of integrating the above technology areas within the framework of federal cybersecurity and enterprise architecture guidelines to generate business value for HUD.
  • Experience supporting modernization projects related to government financial management or grants management business systems is strongly desired.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

  • General office environment. Work is generally sedentary but may require movement about the office for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
  • Contractor site with 0-10% travel possible.
  • Possible off-hours work to support releases and outages.
  • Occasional movement of small articles up to 10 lbs.
  • Must be able to remain in a stationary position 50% of the time.
  • Continually operate a computer and other office productivity machinery.
  • Occasionally required to move oneself in different positions to accomplish tasks in various environments, including tight and confined spaces.
  • Continually required to communicate information and ideas so others will understand.
  • Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard.
