Job Description

MISSION:

To plan, coordinate and manage the purchasing of metals, materials, equipment, supplies and services for the business operation and, when appropriate, the Structurals division in order to maximize buying power, decrease cost, increase and maintain quality, and assure continuity of supply.

PRINCIPAL ACCOUNTABILITIES:

Purchasing Contracts.

Objective: to establish raw material, service, and supply sources, and establish contracts to assure timely delivery, high quality and low cost.

Typical Activities:

  1. Establish and maintain sources of supply for raw materials and other supplies/services to support company quality and customer delivery needs and government compliance.
  2. Gather volume requirements and specifications from the Business Operation or Division.
  3. Prepare and issues Requests For Quotes.
  4. Perform make/buy/lease analyses.
  5. Negotiate price, delivery service, terms and conditions for supplier contracts.
  6. Maintains a system to keep all Structural Division Purchasing updated regarding current contracts.
  7. Interface with Sales, Manufacturing Planning, Engineering, Quality, Production and vendors to assure adherence to contract terms.
  8. Works directly with suppliers to resolve problems; locates other resources when needed.

Planning and Budgeting.

Objective: to establish, manage, and monitor purchasing goals and budget; to report on purchasing programs and projected cost savings.

Typical Activities:

  1. Set goals and objectives for all Purchasing personnel which meet business operations requirements.
  2. Gather procurement directions and metal alloy requirements.
  3. Interact with operations and Division Personnel to assure all materials issues are resolved and to maximize short and long term purchasing strategies.
  4. Assures materials standardization and vendor compliance with standards.
  5. Develop annual budget; review and distributes budget results.
  6. Take actions to correct problem areas and recommend budget modifications to take advantage of unforeseen opportunities.

Purchasing Department Management.

Objective: to supervise and train department staff, and assure staff compliance with Purchasing policies and procedures.

Typical Activities:

  1. Hires, trains and develops purchasing personnel; develops training and education programs.
  2. Assures completion of job assignments by staff.
  3. Establishes performance goals and objectives for department employees; completes performance reviews.
  4. Reviews purchasing staff compliance with Purchasing policies and procedures; establishes new procedures as needed.
  5. Has responsibility for department safety and safety training.

Inventory Management.

Objective: to develop and manage programs to optimize inventories of production materials.

Typical Activities:

  1. Directly manages the business operation's inventories and coordinates the Division's non-metals materials inventory program.
  2. Applies inventory management techniques such as J.I.T/vendor consignment/systems contracting to achieve inventory goals.
  3. Oversees periodic physical inventories and reconciliation to book inventories.
  4. Develops and implements improved systems and methods for physical inventory movement and transaction reporting.

Government Compliance.

Objective: to assure compliance with government purchasing, quality assurance and women/minority-owned business requirements.

Typical Activities:

  1. Works with business operation's Production and Quality Assurance departments to assure compliance with QCM and applicable procurement requirements.
  2. Works with Corporate Quality Assurance to survey and work with vendor based to assure quality compliance.
  3. Develops policies and procedures to assure compliance with government requirements to use small, minority-owned and women-owned businesses.
  4. Conducts certification surveys, seeks qualified sources and maintains necessary records regarding small, minority and women-owned businesses.
  5. Insures compliance of PCC policies and procedures with all government and commercial procedures, practices and regulations.

ENTRY QUALIFICATIONS:

  1. Bachelors degree preferred with emphasis in business administration, economics and/or engineering with 5-7 years of progressively responsible purchasing and materials control experience in a manufacturing environment.
  2. Experience in raw materials, metals purchasing and knowledge of the investment casting process both preferred.
  3. A broad range of knowledge and experience with Corporate policies, procedures, practices and structures.
  4. Working knowledge of purchasing law and contract preparation.
  5. Knowledge and experience in production and inventory control.
  6. Basic knowledge of the Uniform Commercial Code.
  7. Ability to communicate effectively both orally and in writing with all levels of business and company management.
  8. Experience in and ability to effectively negotiate large contracts.
This position requires use of information or access to production processes subject to national security controls under U.S. export control laws and regulations (including, but not limited to the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR)). To be qualified to work in this facility, a successful applicant must be a U.S. Person, as defined in those regulations, and able to supply evidence of that qualification prior to starting work or be authorized to receive controlled information under a specific license or permission from the relevant government agency. The U.S. export control regulations define a U.S. person as a U.S. Citizen, U.S. National, U.S. Permanent Resident (i.e. 'Green Card Holder'), and certain categories of Asylees and Refugees.
