The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities, comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure, and convenient transportation facilities. Nature of Work: This position will serve as a Lead Inspector on various MDTA construction and maintenance projects and may act as Project Engineer on major bridge and highway projects. The Inspector ensures contract compliance using project proposals, plans, specifications, and related documents. This role also provides guidance and support to less experienced staff. Work is primarily field-based and involves exposure to various weather conditions, rough terrain, and active traffic areas. Duties may require walking, standing, bending, and lifting. Travel and reassignment to different MDTA project sites may be required based on operational needs. The duties and responsibilities for this position include, but are not limited to, the following:
- Supervise and manage the inspection activities carried out by the staff assigned to the project;
- Assign specific duties to inspectors and ensure accountability;
- Address questions regarding assignments and contract requirements;
- Interpret contract documents and provide follow-up to ensure accurate completion;
- Monitor contractor compliance with contract documents through daily verification and field inspections;
- Coordinate construction activities between contractors, MDTA, and other stakeholders;
- Minimize disruption to the facility and MDTA customers during construction;
- Ensure Maintenance of Traffic (MOT) is executed per approved MOT drawings; and
- Coordinate with the Authority Operations Center (AOC), night shift MOT Coordinator, and facility workers.
Employees in this position will report to the Deputy Director of Construction or other designated official. The current vacancy is located in Baltimore, MD. However, the employee in this position would support MDTA project needs in various locations throughout the MDTA facilities. Qualifications

MINIMUM QUALIFICATIONS: Education: Graduation from a standard high school or possession of a high school equivalency certificate. Experience: Five years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning. **Two years of this experience must include inspecting roadway construction projects.** **SELECTIVE QUALIFICATION recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.** Notes: 1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years. 2. Applicants who possess an Associate's Degree in Engineering, Construction Management or Surveying or Surveying Technology from an accredited community college, college or university are considered to have met two years of the five-year required experience. 1. Applicants must possess a Driver's License valid in the State of Maryland. Applicants must list the license number and date of expiration on the application. 2. National Institute for Certification in Engineering Technologies (NICET) Certification or other in-house certifications may be required for some positions. 3. Employees in this classification may be required to possess Federal Highway Administration (FHWA) certification for inspection of In-Service Bridges or have the ability to acquire this certificate within a given time period. 4. Employees in this classification may be required to possess an American Society for Non-Destructive Testing Level II Certification.
5. Employees in this classification may be required to achieve certification in field testing procedures in concrete, soil aggregate and Hot Mix Asphalt within a given time period.

Employees in this classification may be considered "Essential Employees" and may be required to sign and agree to all policies and procedures relating to "Essential Employee" status. Employees in this position may be required to work various shifts and on weekends, depending on assignment. Work conditions vary depending on the assignment and may take place in an office setting or outdoors during surveys and inspections. Fieldwork may involve exposure to various weather conditions and uneven terrain, with physical demands such as walking, standing, bending, and lifting items weighing up to 80 pounds. Some tasks may require working near active traffic on Maryland highways. The role also requires good hand-eye coordination to operate computers, office equipment, and survey instruments efficiently. Employees in some positions in this classification may be required to travel and be available for work in any part of the State, subject to change of assignment, as work requires.
