Summary This position is the most senior Individual Contributor on regulatory matters impacting licensing and compliance matters. This individual is recognized by company and industry peers as a Subject Matter Expert. This individual prepares high quality products and services in a timely manner (e.g., development and implementation of procedures and programs with little to no supervision). This individual can act in the manager's stead during periods of planned and unplanned absences and provide leadership and continuity during that period. This individual is sought after by company and industry peers to provide fact-based positions on regulatory compliance matters with little to no input from the manager. In addition, this individual leads the coordination of licensing actions between the corporate office and the sites, provides oversight of site licensing actions performed by the station or major projects, and performs license/compliance interpretations upon request. This individual also supports external interface activities that impact licensing, and compliance processes and programs and serves as a representative for Duke Energy. This individual also provides OJT and mentoring for junior members of the Fleet Licensing and Compliance team. Responsibilities
- Licensing Actions:Development of license amendment requests performed by the Fleet. Support efforts to update security plan, emergency preparedness plan, and quality assurance plan changes. Develop Fleet responses to generic communications. Develop and track the issuance of routine reports.
- Licensing Oversight: Support oversight activities for license amendment requests performed by the Stations Provide Station support for questions related to licensing. Support the Station with the interpretation of Technical Specification requirements. Operating experience reviews of regulatory documents applicable to the Stations.
- Compliance Actions: Provide daily Technical Specification, licensing, operability, reportability & NRC inspection support.
- Compliance Oversight: Support oversight activities for major NRC inspections and other significant activities such as 95001 Inspections, Special Inspections and NRC Order follow-up inspections.
- External Interface: Support Fleet activities related to rulemaking activities, compliance, and generic issues. Participate on industry tasks forces and attend public meetings related to the licensing and compliance processes.
- Mentoring: Mentor junior team members on the licensing process. Provide OJT to junior team members.
Basic/Required Qualifications
- Bachelor's degree plus four years minimum related experience
Preferred Qualifications
- Master's degree in engineering, Law or Business.
- One or more of the following professional certifications or License: Professional Engineer (PE), Senior Reactor Operator (SRO), Reactor Operator (RO),), Technical Certification Program, Nuclear Navy Operations Certification
- Must have excellent communications and presentation skills
- Experience communicating complex regulatory or technical issues to management or industry organizations
- Proven ability in project management, problem solving and critical analysis skills with a results-oriented focus
- Prior work experience in the area of licensing and/or compliance in the commercial industry or NRC.
- Specific plant knowledge of pressurized or boiling water reactor technology.
- The equivalent of four (4) years' experience performing activities such as: the development of licensee event report and notifications, license amendment requests, responses to Notices of Violations, responses to generic communications, emergency / security plan reviews, inspection support, assessments, reactor oversight process oversight, or regulatory conference preparations.
- Proven ability in leadership, influence of peers, and team building.
- Knowledge of the various documents that make up the current licensing basis and their associated change control mechanisms.
- Demonstrated ability to work with matrix teams.
- Demonstrated ability to identify and resolve complex problems.
Working Conditions
- Plant Access: This individual must be capable of obtaining protected area unescorted access.
- Radiation Worker: This individual must be capable of qualifying as a radiation worker
- Work Environment: The predominant work environment is an office environment with some plant activities.
- Travel: This position is expected to travel approximately 10% (both on and off system travel)
