About the Department:

Founded in 2006, the Department of Global and Community Health offers CEPH-accredited programs at the graduate and undergraduate level, including a BS in Community Health with concentrations in Clinical Science, Global Health, Nutrition, and Physical Activity and Public Health; MS in Global Health; MPH with concentrations in Community Health Promotion, Epidemiology, Food Security and Nutrition, Global Health, Health Policy, Health Equity and Social Justice, and Public Health Practice; and a PhD in Public Health with concentrations in Epidemiology and Social and Behavioral Sciences.

The department's programs enroll nearly 500 undergraduate and more than 100 graduate students. The department includes over 20 full-time faculty members with backgrounds in community health, global health, environmental health, biostatistics, epidemiology, and social and behavioral sciences who are committed to the ideals of health equity and social justice among underserved domestic and global populations.

About the Position:

The Operations and Budget Manager in the Department of Global and Community Health is an integral member of the GCH team who supports the Chair and all members of the department with budget planning, preparing contracts and other HR administrative paperwork, and other administrative duties. The position is supervised by the GCH Chair.

Responsibilities:

Academic/Program Support:



  • Manages Department Chair calendar, professional commitments, and appointments;
  • Plans and enters course schedules each semester into university systems with chair and program director input;
  • Purchases supplies etc. and maintains proper documentation various office operations/functions for the department;
  • Identifies gaps/opportunities, implements changes for improvements as appropriate to streamline administrative processes and procedures, and/or makes evaluative judgements in implementing changes as appropriate;
  • Organizes and prioritizes critical issues and required information for the Chair to facilitate efficient decision making;
  • Analyzes current operational processes and performance;
  • Provides management and oversight of all departmental operations including human resources, procurement, travel, IT support, telecommunications, unit safety and special projects ensuring all functions are completed accurately, efficiently and on-time, within budget, with high levels of customer service, and in accordance with university and state policies and procedures; and
  • Manages full-time and part-time employee records and ensures compliance and reporting of faculty credentials to the Provost's Office on a semester basis.


Faculty/HR:



  • Generates contracts and oversees the hiring and onboarding process for adjuncts, student wage employees, and GRAs, or other hires; and
  • Supports faculty with fiscal needs related to their role, for example travel reimbursements, office supply purchases, and other as appropriate.


Budget/Fiscal:



  • Provides oversight for all purchasing and payroll functions to ensure compliance with approved budgets, and University and College policies and procedures;
  • Provides revenue and expenditure forecast suggestions to the Chair;
  • Works with Chair, CPH CBO and Fiscal team to provide department input during the annual fiscal planning cycle;
  • Authorizes expenditures on operating, capital, and travel;
  • Manages budget tracking and reconciling;
  • Monitors procurement, reimbursements, contracts of department's multiple budget funding sources including: E&G, School's indirect, tenured/tenure-track startup funds, program/course/lab fees, premium pricing, self-support fund (Risepoint), and external support funds through grants and foundations;
  • Manages the execution of procurement contracts and payment schedules to ensure compliance with GMU and Commonwealth procurement guidelines;
  • Retains fiscal records for compliance and reporting purposes;
  • Provides financial analysis and periodical reports using Banner, MicroStrategy, and ePrint; and
  • Participates in the university fiscal network and monthly meetings to stay up to date with fiscal guidelines and procedures.


Required Qualifications:



  • Bachelor's degree in related field or the equivalent combination of education and experience;
  • Substantial demonstrated experience in academic unit management;
  • Demonstrated experience working with sensitive and confidential information;
  • Familiarity with a university environment;
  • Demonstrated understanding of human resources, procurement and financial management policies, and business practices within the Commonwealth of Virginia;
  • Demonstrated proactive approach to problem-solving with strong decision-making capability;
  • Knowledge of computer applications (Word, Excel, PowerPoint, Outlook, Internet, etc.);
  • Demonstrated analytical and administrative management skills;
  • Demonstrated skill in effective interpersonal, verbal, and written communication with the ability to build relationships with stakeholders, including staff, executive and senior leadership, and external partners and donors;
  • Ability to prioritize myriad deadline-driven responsibilities;
  • Demonstrated ability to handle confidential information with discretion, adapt to various competing demands, and demonstrate the highest level of customer/client service and response;
  • Ability to lead and supervise effectively in a team-oriented organization, strategically deploy human and financial resources in support of a unified vision;
  • Demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment;
  • Ability to think strategically and actively seek opportunities and propose solutions; and
  • Highly resourceful and collaborative, with the ability to also be perform work effectively with independence.


Preferred Qualifications:



  • Master's degree in related field;
  • General administrative, management, and supervision experience in higher education or a public health setting;
  • Substantial demonstrated experience in management, supervision, and senior level program support;
  • Skill in the use of XLS analytics and pivot tables; and
  • Ability to develop data extractions and queries from University Banner and MicroStrategy.
