Job Description and Duties

Under the direction of the Staff Service Manager (SSM) I of the Resource Management Office (RMO), in the Licensing Division (Division), within the Department of Cannabis Control (Department), the Associate Governmental Program Analyst (AGPA) will be responsible for coordinating and managing recruitment, training, onboarding, and personnel liaison duties with human resource projects of greater responsibility, variety, and complexity for the Division. The AGPA will provide lead analytical support to the daily operations and serve as the lead for staff in the RMO. The incumbent will ensure compliance with applicable laws, regulations, rules, and policies of the Department and control agencies. This incumbent would be the lead Personnel Liaison for the Division.

Working Conditions
The incumbent is expected to work 40 hours per week, Monday through Friday, 8:00AM - 5:00PM; however, may be expected to work specified hours based on business needs of the Division. Regular attendance and punctuality are an essential part of this job.
The incumbent is expected to work in an office setting with artificial light and temperature control. Sitting and standing requirements are consistent with work in an office setting. Daily access to and use of a computer, keyboard, mouse, and telephone is essential. Occasional lifting of 10-15 pounds may be required.

The incumbent shall possess the general qualifications, as described in California Code of Regulations Title 2, Section 172, which include, integrity, honesty, dependability, thoroughness, accuracy, good judgment, initiative, resourcefulness, and the ability to work cooperatively with others. This position requires the incumbent to communicate effectively (both orally and in writing) when dealing with the public and/or other employees, develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools, and equipment, complete assignments in a timely and efficient manner, and adhere to Department policies and procedures.
Conflict of Interest (COI) - This position is subject to COI Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.
Employment History on the STD 678 (State Application) must be complete and include dates, accurate hours per week, total time worked, duties and responsibilities, contact names and phone numbers of supervisors. Resumes or other documents cannot substitute a state application. Applicants who fail to submit a completed STD 678 (State Application) may be disqualified. Only the most qualified candidates will be invited to an interview.
