The Program Manager IV is responsible for leading and overseeing the execution of large-scale implementation programs for Department of Defense (DoD) and Navy health IT initiatives, including the deployment of the PARATUS system. This senior leadership role provides program-level oversight, managing task order execution, system delivery, and inter-agency coordination. The Program Manager IV ensures strategic alignment with defense medical readiness objectives and drives successful program outcomes through effective governance, stakeholder engagement, and resource management.

Type of Employment: Full-time, W2 Work Location/Travel: Remote with up to 25% travel to Navy installations, military treatment facilities, or government offices; relocation not required. Salary Range: $130,000 - $160,000 annually (W2, depending on experience and qualifications) Role Reports to: Deputy Director of Technology Consulting Direct Reports: This role may have 8-12 direct reports and oversee multiple integrated project teams

Responsibilities:

  • Oversee the execution of task orders and program deliverables across DoD and Navy health IT initiatives.

  • Lead the deployment of the PARATUS system, ensuring seamless integration and coordination with inter-agency partners.

  • Provide strategic program management support, aligning activities with medical readiness and operational goals.

  • Manage program schedules, resources, risks, and budget, ensuring adherence to scope and quality standards.

  • Facilitate communication and collaboration with Navy leadership, defense stakeholders, and technical teams.

  • Ensure compliance with DoD program lifecycle methodologies and governance structures.

  • Implement Agile program management practices where applicable to enhance program delivery efficiency.

  • Track program performance metrics and provide executive-level reporting.

Knowledge and Skills Required:

  • Expertise in program management methodologies, governance, and best practices.

  • Strong leadership and decision-making skills, with experience managing large defense IT programs.

  • In-depth understanding of Navy and DoD health IT environments, including readiness-focused initiatives.

  • Excellent communication and stakeholder management skills.

  • Ability to manage multiple complex workstreams simultaneously.

Education/Certification Required:

  • Master's degree in Business, Public Health, Healthcare Administration, or a related field

  • PhD in Public Administration preferred

  • Project Management Professional (PMP) certification required

Experience Required:

  • 15+ years of experience managing large-scale DoD or Navy implementation programs.

  • Proven leadership in system delivery and inter-agency coordination efforts.

  • Experience overseeing program execution in support of defense medical readiness initiatives.

Technical Skills Required:

  • Proficiency in program management tools for scheduling, resource management, and reporting.

  • Knowledge of defense health IT systems and program delivery processes.

  • Familiarity with task order management and contract execution in defense environments.

Desirable (Not Required) Skills/Experience:

  • PhD in Public Administration or a related field.

  • Agile or SAFe program management certification.

  • Demonstrated history of DoD medical readiness system implementations.

  • Experience in managing Agile program structures within defense environments.
