Job Description

Torch Technologies is currently seeking a Network Architect/Engineer to join a team providingdedicated and professional Advisory and Assistance Support (A&AS) to ensure effective, timely, and optimal operation of Information Systems that support the Air Force Research Laboratory Munitions Directorate (AFRL/RW) Research and Development (R&D) mission. Our work encompasses the activities associated with information management, Information Technology (IT), automation support, system administration, computer programming, configuration management, imaging, training, telecommunications, help desk, operations, customer support, administrative support, technical engineering, and other specialized networking and data communications services.

The Network Architect/Engineer will design, optimize, document, and map AFRL/RW's various connected and isolated network infrastructures, ensuring compliance with regulatory guidance and directives. The position involves collaboration with IT and Program/Project teams to integrate infrastructure, applications, and systems effectively.

This position requires a highly motivated individual with vast experience. The successful candidate shall:




  • Design and Optimize Network Infrastructure: Architect current and new unclassified, collateral, and Special Access Program (SAP) networks, ensuring robust and secure network performance across multiple classification levels.



  • Conduct Site Surveys and Assessments: Evaluate existing network infrastructure, assess placement of new equipment, determine cable types and connections, and identify power and cooling requirements for systems/servers.



  • Document Network Topologies: Develop and maintain physical and logical network topology documentation using tools such as Lucid, ManageEngine, and Visio. Deliver comprehensive topologies for all networks at Directorate buildings and re- search facilities.



  • Ensure Compliance: Implement and enforce strict network security measures to protect against unauthorized access and cyber threats, ensuring compliance with legal, industry, and DoD standards, including Risk Management Framework (RMF).



  • Plan and Coordinate Network Projects: Lead network architecture activities for projects such as the Weapons Technology Integrated Center (WTIC) and other new or renovated facilities, including planning, design, and implementation, ensuring projects are completed on time and within budget.



  • Collaborate with Teams: Work with Directorate functional teams (e.g., IT, facilities, security, safety) to ensure successful project execution and adherence to timelines and regulatory requirements.



  • Develop IT Capability Reports: Create reports for facilities/networks, including instrumentation/lab equipment connected to networks for experimentation and data collection, and provide recommendations/strategies for near-term (1-2 years) and long-term (3-10 years) networking innovations.



  • Perform Quality Assurance: Oversee installation of fiber optic and CAT6 cabling, ensuring quality and compliance with standards.



  • Advise and Assist: Provide guidance and training to network technicians, cultivate relationships with vendors to ensure quality and timely delivery of equipment and services, and communicate effectively with government management, stakeholders, and users regarding network performance and issues.



  • Troubleshooting and Problem Solving: Address complex network issues promptly, minimizing downtime and ensuring operational continuity.



Job Requirements

Education:

Bachelor's Degree in Computer Science, Electrical Engineering, Information Systems, or a related technical field.

Experience:



  • A minimum of 10 years' relevant experience in network engineering, network architecture, or data center management.

  • At least two years of experience in leadership roles is required.




Technical Knowledge:




  • Deep understanding of networking concepts, protocols (e.g., TCP/IP, BGP, OSPF, MPLS), infrastructure, and systems integration.



  • Proficiency in hardware, software, network, security, and backup systems.



  • Experience with server racks, servers, routers, switches, storage equipment, power infrastructures, and cooling equipment.



  • Familiarity with configuring and managing network devices from major vendors.



  • Knowledge of network segmentation, VLANs, and network security best practices.



  • Experience with data center networking technologies (e.g., fabric, spine-leaf architecture).



  • Familiarity with cloud networking concepts (e.g., AWS, Azure, GCP).



  • Proficiency in network topology mapping/engineering software, such as Visio, Lucid, ManageEngine, and OpManager.



  • Experience with complex network deployments, troubleshooting, and RMF documentation (e.g., network physical and logical diagrams).





Certifications: Candidates must meet DoD 8140 IAT Level II requirements, including a Security+ certification (CompTIA) or equivalent. Additionally, candidates must hold a Network+, Cisco Certified Network Associate (CCNA), or preferably Cisco Certified Network Professional (CCNP) certification. Continuous education requirements as outlined in DoD 8140 must be maintained throughout employment tenure.

Physical Requirements: Must be able to regularly lift up to 50 lbs.

  • Ability to work independently and as part of a team in a dynamic, customer- focused environment.



  • Goal-oriented with strong problem-solving skills, capable of mentoring team members and resolving complex technical issues.



  • Proficient in Microsoft Office, Windows 10, Windows 11, and related PC skills.



  • Ability to communicate effectively, both orally and written.





Preferred Qualifications:



  • A Master's degree in relevant discipline is preferred.
  • 15 years' of relevant experience is also preferred
  • Specific experience in Department of Defense (DoD) and U.S. Air Force environments is highly desired.
