The IT Operations - Technical Associate will provide advanced technical & project support for DSCC IT service environments. This role manages complex technical and day-to-day operational activities, supports team project activities, and drives innovation through custom integrations and advanced reporting solutions.

The operational environment currently includes the following technologies (subject to change):
  • Microsoft Platforms: Hyper-V, Windows Servers, SharePoint, SQL, Site 24x7 monitoring, Active Directory, Windows workstations, Splunk.
  • ManageEngine ServiceDesk Plus for ticketing, assets management, and change management, LanSweeper for server/workstation asset scanning.
  • Technologies integrated into this environment include:
    o IP networking: Cisco Routers, Cisco FirePower appliance
    o Cisco Meraki WiFi and Switch environment
    o Dell Servers, Microsoft Surface laptop computers
    o VoIP softphone technology
    o Manage software/hardware licensing
    o SSL Certificate Management
    o Disaster Recovery/Backup Solution Administration
    o Fax Administration
    o File Server Management
  • Provide technical leadership for the Internal IT support team involved in the administration and day-to-day operational activities associated with IT systems and services
  • Support project leadership and management , including development of project documentation within established processes and procedures
  • Provide technical leadership of the team performing administration and dayto-day operational activities, managing performance and organizational change within established processes and procedures
  • Collaborate with Management, Application Owners, vendors, and state agencies such as the IL Department of Healthcare and Family Services and the IL Office of the Comptroller to facilitate project definitions, timelines, and deliverables
  • Develop and provide metrics and analysis to show the quantity and quality of work
  • Participate in assigned cross-functional teams as assigned
  • Research and recommend new methods and techniques to improve business processes and efficiency through technical and service offerings
  • Maintain, develop, and continuously improve Network and Server Infrastructure
  • Work on-call for after-hours support, operations, and patching related to server/network infrastructure on a rotating basis. Available to respond to outages when appropriate.
  • Ensure data security and destruction per University policies when disposing of computerized equipment.
  • Act as Unit Security Contact (USC) for department access to University Enterprise Systems.
  • Travel to all DSCC regional offices throughout Illinois to perform any of the abovementioned duties or other assignments.

    Advanced Reporting and Analytics
  • Create and manage sophisticated Splunk reports and notifications to enhance system monitoring and performance analysis that leverage diverse log sources, including Windows servers, network infrastructure, Azure virtual infrastructure, and others
  • Develop and maintain complex reports using SSRS and Power BI, providing critical insights for decision-making
    System Integration and Automation
  • Design and implement custom integrations among multiple systems, including ManageEngine ServiceDesk and leveraging advanced scripting techniques.
  • Develop and maintain PowerShell scripts to automate routine tasks and improve operational efficiency
  • Create custom workflows, applications, and reports using Microsoft Power Platform to streamline business processes
    Database Management and Custom Application Development
  • Demonstrate expert-level proficiency in database management and design, with the ability to create new relational databases that integrate seamlessly with custom applications
  • Develop and enhance custom applications using Power Automate, incorporating advanced scripting and functions through the Deluge programming language
  • Manage, update, and enhance existing custom-developed applications, including C# code that integrates DSCC's data warehouse with the Qualtrics Survey platform
    Technical Leadership and Innovation
  • Provide technical guidance and direction to team members on advanced topics such as system integration, custom scripting, and database optimization
  • Continuously evaluate and implement new technologies to improve IT operations and service delivery

  • Develop and present current and future plans or services to DSCC stakeholders, including leadership groups
  • Make product and vendor recommendations
  • Act as a vendor liaison
  • Perform other related duties as assigned

  • Ability to read and interpret field mappings from source to target systems.
  • Familiarity and ability to work with file translation and Electronic Data Interchange (EDI) format.
  • Configuration and monitoring of file translation and file transmission technologies.

    Minimum Qualifications

    1. High school diploma or equivalent.
    2. Any one or any combination totaling two (2) years (24 months) from the following categories:
      1. College coursework which includes Information Technology (IT), IT Management, Programming, IT systems, or a closely related discipline, as measured by the following conversion table or its proportional equivalent:
        • 30 semester hours equals one (1) year (12 months)
        • Associate's Degree (60 semester hours) equals eighteen months (18 months)
        • 90 semester hours equals two (2) years (24 months)
        • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
      2. Work experience in IT-related functions, such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field.
    3. Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position may be required.
  • Bachelor's degree or 10+ years of professional work experience in the Information Technology field.
  • 7+ years of experience performing application administration/management of similar complex technical environments and support projects
  • 2+ years of supervisory or technical service leadership experience
  • 2 years of experience managing cloud technologies and creating integrated solutions with on-premises systems
  • 2 years of experience with SSRS (SQL Server Reporting Services) and advanced data visualization techniques

    Preferred Qualifications
  • Certification in ClientTrack Query Designer, Report Designer, Data Explorer, Dashboard Designer, and/or Workflow Designer.
  • Experience with healthcare IT systems and compliance requirements (e.g., HIPAA)
  • Advanced knowledge of Splunk, including report creation and alert management
  • Expertise in Microsoft Power Platform, including Power BI and Power Automate
  • Proficiency in PowerShell scripting and C# programming
  • Strong understanding of database management systems and relational database design
  • Familiarity with the Deluge programming language and its application in custom integrations
  • Demonstrated ability to manage and enhance complex, custom developed applications
  • Strong problem-solving skills and ability to work independently on complex technical challenges
  • Familiarity with Azure Storage Accounts and SAS Token security practices.
  • Knowledge of web technologies and API integration, including working with webhooks and RESTful services

    The budgeted salary range for this position is $85,000 to $105,000.
