About the College/Unit/Department |
The General Accounting Department is responsible for the installation and administrative direction of all general accounting records and procedures, the preparation and interpretation of all external financial reports, and the preparation and interpretation of all internal financial reports concerning the university as a whole. This responsibility does not preclude departmental or budgetary units from preparing internal accounting reports. This department is also responsible for the preparation of the indirect cost rate proposal applicable to contracts, grants, and agreements and for assisting in any required rate negotiation. |

Position Summary |
This position is responsible for a variety of fiscal and compliance duties including, but not limited to, analysis and reporting of financial information for both internal and external purposes, preparing and presenting detailed information related to fiscal policies and procedures, reconciling financial information between sub ledgers and reports, analyzing and evaluating compliance with various federal, state, Board of Regents, and University policies within the central business and administrative functions of the University. This position will also assess compliance risks and work closely with management within central business services operations to develop and manage compliance plans, evaluate and recommend improvements to internal controls for the central business operations of the University, help to provide campus personnel with information on compliance and internal control requirements. This position needs exceptional analytical and organizational skills enabling the incumbent to handle a variety of tasks. Work calls for extensive managerial experience as well as detailed knowledge of the policies and procedures of the university. |

Ability to prepare financial reports and analysis and work independently to apply accounting practice and theory. Ability to analyze financial data.

Reporting: Manages and prepares various University internal and external reports.
Prepares quarterly budget to actual financial report for submission to the University System of Georgia. Prepares annual surveys to include
IPEDS, US News and World Report,
SACUBO Benchmark, etc. Prepares generally accepted accounting principles (
GAAP) basis annual financial report (
AFR), including numerous note disclosures. Serves as liaison to affiliates for communication of schedules and required information needed to complete component unit data for inclusion in the University's
AFR. Responsible for researching Governmental Accounting Standards Board (
GASB) statements to assess for impact to the University
AFR. Coordinates the annual tax exempt bond analysis. |

Supervision: Manages the Accounting Department which includes ensuring day to day operations are performed effectively, supervising professional staff. Responsibility includes handling personnel issues, such as interviewing, hiring, training, coordinating/assigning tasks, conducting annual performance evaluations, salary increases, etc. Responsible for staying current with regulations, such as
GASB statements, federal regulations, state accounting policies,
BOR policies, and
UGA policies and procedures. |

Reconciliations and Reviews: Performs or reviews monthly and/or quarterly reconciliations for personal services, travel, monthly bank reconciliations (Operating and Payroll). Responsible for monitoring anomaly testing prepared by Accounting staff. Prepare monthly reconciliation for Departmental Sales and Services (
DSS) Accounts Receivable. Review and prepare analysis and reconciliations for departments, upon request, of various general ledger transactions. Monitor internal controls in the Accounting Department on a quarterly basis. Coordinate and prepare Risk Assessment and Control Environment Assessments annually. Perform other reviews and analysis as requested. |
