Job Overview
The Business Cost Analyst supports the San Diego Management team to align cost reporting and analysis in accordance with accounting principles and company goals and objectives. In this position, the incumbent will prepare timely and accurate reports for company leadership, analyze expenses, and find ways that can increase profit margin. Will assist in developing comprehensive cost models including direct, indirect, overheads, vendor costs and organizing final proposal deliverables for submission. Interacts professionally with managers, corporate staff members, and contractors, maintains effective working relationships in cooperation with the management team to meet the mission objectives. Responsibilities
Essential Duties & Job Functions:
- Conducts a deep analysis into the business and expense drivers to provide guidance to management on how the expense culture and behavior should be modified. Identify, develop, and maintain efficient, cost-effective processes, controls and data management.
- Effectively communicate with management and corporate to identify cost drivers and efficiency metrics.
- Collaborates and partners with other team members to develop automated reports and analytic tools.
- Prepares accurate and timely contract analysis to meet corporate deadlines.
- Identifies and explains variances between budgeted and actual job costs and prepares monthly journal entries related to contract analysis.
- Reviews contract analysis monthly, which includes identifying problems, initiating corrective actions, and communicating results to affected parties.
- Reviews Cost Reports for unallowable costs, accurate cost coding, allocations, capitalization issues, accounts receivable invoices, and journal entries prepared by the Job Cost Accountant to ensure accuracy.
- May support the development of strategic plans, annual financial and operational planning, projections, and budgeting and quarterly forecasts. Identifies, recommends, and executes to resolve issues as they arise, presents financial results and analyses to management.
- Prepares timely financial reports on the status of the project, i.e., income statements, budget comparisons, budget analysis, labor cost report, and project cost analysis.
- Obtain and analyzes data to support detailed cost proposals for business growth and development through the acquisition of new and expanded government contracting efforts.
- Plan and organize work to meet schedules and timelines in an environment with constantly changing priorities and handle potentially highly stressful situations.
- Research Request for Proposal (RFP) and Statement of Work (SOW) to assist and help develop comprehensive cost proposal development, spreadsheet analysis, pricing formulations in response to government solicitations.
- Assist in identifying opportunities for business growth and creating networking opportunities.
- Communicates and coordinates with subject matter experts to accurately define level of effort, resources, scope of work, and costs elements.
- Performs written cost or price analysis, including evaluating costs to determine reasonableness.
- Ability to create and maintain a positive team atmosphere with effective interpersonal skills and the ability to work professionally with a variety of people and personalities.
- Maintaining complete confidentiality regarding finance matters.
- Ability to understand and communicate effectively in English

Job Requirements
Mandatory:
- Bachelor's degree in Business, Finance, Economics, or Accounting.
- Demonstrated knowledge of general accounting practices including costing, billing and revenue.
- Working knowledge in Microsoft programs, including strong computer experience on spreadsheet and database software, preferably Microsoft Excel.
- Excellent communication skills, both oral and written.
- Must have strong analytical skills and attention to detail.
- Must be self-directed and well-organized, work with minimal supervision.
- Critical thinking skills as demonstrated by ability to identify non-routine issues seek and analyze information and determine appropriate action(s).
- This position is located in San Diego, CA with occasional travel to other locations which may include travel of up to 1 week at a time.
- Ability to successfully pass a background check, drug test, and physical as required.
- Valid state Driver's License with acceptable driving record pertinent to the position.
Preferred:
- Master's degree in accounting or business administration.
- Understanding of Government contracts, correspondence, reports and records with three (3) years direct experience with Federal Government contract and job costing or accounting experience in accordance with the FAR.
- Knowledge of Federal Government contracts (e.g., Firm-Fixed Price and Cost Reimbursable), Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations, Department of Labor Wage Determinations: Service Contract Act (SCA), Davis-Bacon Act (DBA), and Collective Bargaining Agreements (CBAs).
- Working knowledge of RSMeans or other estimating tools.
- Experience with software programs Oracle and Maximo.
