The Vice President and Chief Operating and Administrative Officer (VP/COAO) serves as the most senior company officer reporting to the President, WGS. The VP/CACO will develop and execute avision and strategy for the operations of a FOCI mitigated enterprise and is responsible for the administrative and operational oversight and execution of the business of the company on behalf of the President. This position combines significant senior-level hands-onleadership with experience managing large technically complex organizations to ensure theeffective functioning of a FOCI mitigated enterprise. The VP/COAO will work closely with the President and other senior leaders to strengthen organizational performance and achieve segment best practices. Reporting to the President as a core member of the leadership team, this highly visible role requires a senior leader with an exceptionally broad experience base and demonstrated success managing the operations of a critical nuclear national securityenterprise. The VP/COAO serves as the first assistant (deputy) to the President, WGS and acts for the President in his/her absence. The incumbent is expected to:
- Produce and deliver an annual operational plan to achieve the critical metrics of the group.
- Design improvements and enhance operational infrastructure to advance the company's mission and objectives, promote nuclear safety culture, and maintain high standards of organizational reliability and credibility. This position will align nuclear segment best practiceswith those of the WGS organization and will drive a culture based on the pillars of operational excellence: Safety, Quality, Performance and Delivery.
- Establish and maintain the processes and culture to ensure effective compliance with the respective regulatory entities.
- Implement a management operating system and cadence to monitor and measure organizational performance and continuously increase predictability, performance, and reliability.
- Drive a "customer-focused" performance culture within WGS.
- Build collaborative working relationships (behaviors) and systems for effective engagement between WGS, WEC and other stakeholder groups.
- Collaborate in the development and implementation of long-term strategic plans and ensure that appropriate consideration for people, capabilities and resources are available to be deployed to execute successfully. Lead the development of future business opportunities as part of the company's strategic plan, at the direction of the President, WGS.
- Build long-term workforce planning that drives the attraction, retention, engagement, and development necessary for a high-performing team. Oversees and directs matters involving internal organization, staffing, and personnel matters.
- As the first assistant to the President, WGS, performs other taskings assigned by the President for the full range of matters involving company business.
Pivotal Experience and Expertise Functional Excellence:
- Led a business, agency or operational function for a government related company, agency or division of relevant scale and complexity. Understands the implications of culture and how to build an operations team aligned behind common national security missions.
- Demonstrated commitment to safety and a track record of achieving operational goals while sustaining a strong culture of safety throughout the organization.
Relevant Industry Expertise:
- Experience in a highly regulated, technically complex, engineered product industry. Power generation experience is highly desirable and specific experience in nuclear is a plus.
- Experience in US government policies, procedures, contract administration focused on the application of nuclear energy for national security endeavors.
- Experience with private enterprisesis beneficial; ability to work constructively with the relationship dynamics of a business.
- Demonstrated experience building relationships with numerous stakeholder groups to align efforts and achieve desired outcomes in technically complex work is highly desired.
Nuclear Safety CultureLeadership:
- Proven capacity to lead, motivate, and effect change through others at all levels of an organization. Demonstrated ability to drive results and improve performancein various key management positions.
- Strong people leadership and development skills. Builds engagement across the organization while holding individuals and teams accountable for achieving business plans and objectives.
- Strong analytical ability and problem identification / resolution skills. Drives decision-making through data in an expedient way.
- Ability to change priorities quickly, confront issues directly, and work well as part of a team.
Technical Competency:
- "Lean" and the culture of continuous improvement should be core disciplines.
- Experience running large multi-pronged programs and projects is a must. Demonstratedproject management experience is critical.
- Ability to define and execute complex technical and programmatic solutions.
- Substantial experience with the management of multi-discipline manufacturing and engineering projects.
- Experience managing an enterprise with a multifaceted and tiered supply chain.
- Experience in acquisition related matters and strong negotiating skills.
- Demonstrated experience managing complex projects involving classified and export-controlled information and technology.
Who You Are:
- BA/BS
- Must hold Government Security Clearance or be able to qualify
- Must be a US Citizen
- 20 years progressive management experience in government with emphasis in National Nuclear Security Administration; Department of Energy, the Department of Energy, and/or the Naval Nuclear Propulsion Program.
- Demonstrated leadership experience with proven ability to manage work involving US/UK nuclear security programs.
