Sigma Defense is seeking a Program Manager (PM) to act as the overall lead, manager, and administrator for our contracted effort with NIWC PAC in San Diego. The PM will manage a group of Consolidated Afloat Networks and Enterprise Services (CANES) task orders under PMW 160.
The successful candidate will serve as the primary interface and point of contact with Government program authorities on program/project issues, oversee prime and sub-contractor execution of the contract requirements, and manage the acquisition and employment of program/project resources. In addition, the successful Program Manager will be expected to shape and manage customer expectations for all areas of performance, to routinely interact with our Government lead on-site, and to develop strong, strategic relationships with program stakeholders.

Requirements
  • 10+ years of experience leading the performance of tasks on schedule, at cost, and achieving all requirements as either project lead, integrated program team, or cost account manager.
  • Project management experience.
  • Experience working with Excel and SharePoint.
  • Significant experience supporting the U.S. Navy community in a supervisory role developing network solutions, integrating systems, and managing teams.
  • Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and life cycle management.
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.

Candidate Differentiators:

  • US Navy veteran.
  • Experience with CANES.
  • Project Management Institute (PMI) Project Management Professional (PMP) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
  • Experience with Management in NIWC PAC, NAVWAR, PMW, etc.

Personnel Clearance Level:

  • Candidate must possess or have the ability to obtain an active Secret security clearance.
  • Clearance will be sponsored for the right candidate.

Education Requirement:

  • Bachelor's degree from an accredited college or university in Business Management or related field of study.
  • Master's degree in Business Management or a technical field is preferred.

Essential Job Duties (not all-inclusive):

  • Technical Performance: Plan, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
  • Customer Intimacy: Consistently make time to interact with our customers to understand their expectations and incorporate their input. Demonstrate commitment and energy to meet customer needs. Build strong relationships with strategic partners and key suppliers.
  • Communications: Manage communications with stakeholders to ensure that program information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets program and stakeholder needs.
  • Program Growth: Recognize and respond to customer needs to develop additional efforts that support organizational objectives.
  • Proposal Management: Work with our Growth Team to establish proposal strategy, analyze and shape RFPs, and produce and deliver winning proposals.
  • Build budget and spending execution plans.
  • Track contractual obligation and expenditure data.
  • Review and propose budget artifact language, Including justification books/sheets.
  • Draft funding documents, such as MIPRs.
  • Draft contractual requirements, Including SOW, proposal Instructions, evaluation factors, and cost estimates.
  • Review contractual proposals, Including technical proposals, bill of materials, and labor categories and hour allocations.
  • Host program meetings, such as monthly review and technical Interchanges.
  • Update program status databases, such as weekly activity reports, document libraries, financial trackers, and program cost, schedule, performance, and risk "dashboards".
  • Build and maintain program schedules with event dependencies.
  • Review contractual deliverables, confer with Interdisciplinary team, and provide response recommendations.
  • Review requirement documents and track validation.
  • Track technical and programmatic progress of developments, identify dependencies and risks, and propose solutions to obstacles and risk mitigations.
  • Review program documentation, such as system engineering plans, test evaluation strategies, and risk management plans. Provide recommendations and assist execution as needed.

Salary Range: $115,000 - $178,500 annually.
