EXECUTIVE SERVICE

(This position serves at the pleasure of the Appointing Authority.)

The MDTA owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Asset Management Discipline Manager in the Office of Engineering and Construction (OEC) is responsible for the oversight, management, and state of good repair condition assessments of all buildings, tunnels, roads, bridges and campus facilities owned by MDTA. This position has the lead role in developing and implementing of strategic organizational programs and business processes for the advancement of transportation asset management (TAM). TAM includes monitoring of transportation assets' performance, administering data governance, enterprise asset data and data system management, policy development, planning, and initiatives to optimize performance of transportation infrastructure under the stewardship of MDTA. This position leads and supports OEC's 6 disciplines to develop and implement MDTA's strategies for the lifecycle management of assets including, but not limited to, inventory management, condition assessment, performance assessment, resiliency measures, capital needs forecasting, maintenance strategy, upgrades, renewal, and replacement of assets to achieve and sustain a desired state of good repair (SOGR) of MDTA's transportation network at optimum cost. The incumbent will work closely with MDTA and MDOT leadership to interpret, apply, and develop policies and laws about TAM and to adapt MDTA's lifecycle management strategies accordingly. Duties include but are not limited to the following:


  • Manage the performance, planning, and optimization of MDTA's wide range of transportation assets using data-driven methodology:
  • Provide guidance and support in the development of short term (0-10 years) and long-term (10-25+ years) resource needs planning systems and studies to develop estimates of capital and operating needs under various funding scenarios for asset classes and across MDTA's asset portfolio;
  • Manage the asset onboarding and decommissioning program, including identifying responsibilities and defining acceptance criteria, timeframes, and methodologies;
  • Manage multi-million dollar contracts to include developing contract requirements and applicant rating criteria, leading a committee through the procurement scoring process and making contract awards;
  • Conduct investigations and inspections of MDTA assets as part of inspection, maintenance, or construction operations; and
  • Perform site visits for staff training, coordination of efforts, and field tests for MDTA mobile systems and other initiatives.

This position will report to the Deputy Director of Engineering and/or other designated official. The current vacancy is in Baltimore, Maryland. Hybrid telework schedules may be available for this position.

Qualifications

PREFERRED QUALIFICATIONS:
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work. Three (3) years of this experience will include professional Geographic Information Systems (GIS) experience performing transportation or public utilities related work.

The ideal candidate will possess:
  • Knowledge of GIS standards and software;
  • Experience using ESRI GIS Software and apps (ArcGIS Pro, ArcGIS Online, Field Maps, Survey123);
  • Experience managing enterprise GIS systems or datasets;
  • Experience in transportation asset management; and
  • Two years of experience working in the Federal Government.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications
