USCA Import Classification Analyst

As a Import Classification Analyst, you will help to implement our tariff classification process as well as help with various aspects of the Free Trade Agreement Program to ensure compliance and operations efficiencies. You will be based out of the Pittsburgh General Office and report to the Sr Manager of International Logistics.

Responsibilities

• Technical review of products, equipment, samples and prototypes to assign proper classification for shipments.
• Issuance of USMCA and FTA certificates to PPG entities and customers on a regular basis
• Review supplier documents for reasonableness, also provide classification and USMCA to meet Customs reasonable care requirements including regional value content (RVC) calculations, importance of properly describing components, end use, ruling, etc.
• Interpret technical Customs regulations and understanding of PPG products to ensure correct HTS classifications.
• Work with Purchasing Department on raw material Certificates of Origin process to compliment PPG Free Trade efforts.
• Assist PPG Global Colleagues with HTS classifications and interpretation of General Rules of Interpretation (GRI) for products outside of US, CA and MX. Defend HTS classification using GRI and Customs Rulings to Colleagues, Customs, and Customs Brokers.
• Participate in annual Importer Self-Assessment (ISA) audit and other ISA activities as needed.

Qualifications:

• B.S. degree in technical science, preferably in Chemistry, and technical experience.
• Incumbent must be able to understand and interpret government technical tariff classification regulations and utilize Chemistry knowledge to best match products to classification and NAFTA/USMCA regulations.
• Strong interpersonal and leadership skills are required for interaction on a global basis, with non-technical PPG personnel, Customs government agents, suppliers, customs brokers, and global SBU customers.
• Must have the excellent organizational ability, effective writing, and strong computer skills (Excel, Access preferred).
• Must have demonstrated excellent communication skills and work effectively in a team environment ; prioritize multiple tasks all requiring attention and same-day turnaround
