Responsibilities

General Position Description:

Considered an emerging authority, who applies extensive technical expertise. Develops technical solutions to complex problems. Exercises considerable latitude in determining objectives and approaches to assignment. Works on the research, design, planning, and development of new advanced network technologies, network components and radio frequency (RF) and/or wireless transmission. Design and develop communications products and network technologies. Perform design, project management, acceptance testing, and vendor assessment activities. Communicate with internal and external groups to determine communications requirements and prepare engineering specifications to ensure functional requirements are met. Perform product testing and create models and prototypes. Ensure the accuracy and completeness of systems documentation. Help drive a consistent set of standards for equipment, network protocols, configuration, and operational procedures. Remain current on all regulatory requirements. Help prepare and maintain communications systems. Expected duties include designing, developing, installing and testing system equipment and implementing procedures to make all components operational. Primarily concerned with providing technical expertise, services and solutions revolving around various modes of communication and information transfer, including: Wireless telephony services. Radio and satellite communications. Internet and broadband technologies. Are involved across all aspects of service delivery, from carrying out feasibility exercises and determining connectivity and signal access, to preparing detailed, technical and operational documentation.

Program Description:

With a fresh, new 7-year contract, this program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an important Intelligence Community (IC) customer with a focus on critical, space domain missions and supporting IT infrastructure. The contract support is part of the customer core team focused on all aspects of the systems engineering life cycle beginning with conops development, where we work directly with users, potentially going into harm's way, who will be dependent on these systems. We then capture their requirements and work closely with developers to deliver these essential capabilities. We get involved with setting up and running tests to ensure these cutting-edge capabilities will meet the stringent requirements and then we support transition to operations. Once in operations, our teams work closely with the users to make sure critical operations are successful, providing important information to support critical decisions by policy makers. The program also supports client acquisition strategy, future technology development and modernization efforts.

Specific Position Description:

This position is on a team of SETA (Systems Engineering Technical Advisors), in support of a customer who's focus is to provide critical mission services to other government partners. Duties for this specific role will include:

  • Works on unusually complex technical problems and provides solutions which are highly innovative.
  • Determines and pursues courses of action necessary to obtain desired results.
  • Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle.
  • Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics.
  • Establishes and coordinates development of standards, practices, and procedures as related to the overall product development.
  • Participates in system conceptual design and documentation of the design concepts.
  • Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements.
  • Generates system level requirements verification procedures and customer acceptance test procedures.
  • Ensures requirements comply with client requirements and government standards through formal verification methods.
  • Designs interfaces and brings system elements together so they work as a whole.
  • Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation.
  • Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.
  • Assesses performance using evaluation criteria and technical performance measures.

Qualifications

Required:

  • Clearance required: TS/SCI with Poly
  • 8 to 10 years with BS or 6 to 8 years with MS or 3 to 5 years with a PhD
  • Technical BS in Engineering, Computer Science or related technical degree (4 years of relevant experience in an RF space communications development/acquisition program can be substituted)
  • The ability to work well within a team of engineers
  • Demonstrated success in working with government customers.

Desired:

  • 3 years of experience with Commercial/Government acquisition of satellite/ground segment hardware/software or satellite based field set hardware/software.
  • BS in Electrical Engineering, Systems Engineering, Aerospace Engineering or Computer Science.
  • Experience with network communications protocols, equipment and architecture development
  • Prior experience as a SETA with IC agency customer working with requirements and other related readiness processes.
  • Prior experience with RF based satellite communications systems.
  • Prior experience with digital signal processing.
  • Experience with modeling systems in digital engineering tools similar to Cameo, MatLab, etc.
