ARES is seeking a Project Manager to provide remote portfolio management support for the Office of the Chief Information Officer (OCIO) in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency's enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA's Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA's message, eMITS integrates services for NASA IT and provides NASA's communication to the outside world. JOB DESCRIPTION / FUNCTIONAL RESPONSIBILITIES:

This position will include but not be limited to the following activities:

* Assist with performing database analytics and maintaining Digital Solution Portfolio which is part of the Agency Roadmap Manager (ARM)

o Perform analytics to identify where OCIO orgs could leverage Agency Roadmap Management (ARM) in the areas of digital transformation (DT).

o Perform analytics to identify areas within the Digital Solutions Portfolio that are planned where Orgs could combine forces, collaborate, and achieve solutions and save resources.

o Perform analytics to identify where planned & existing Organization digital transformation may be ripe for a future OCIO (or Agency) Enterprise solution.

o Assist in developing a continuous improvement process to evolve Digital Transformation's Digital Solution Portfolio which is part of the Agency Roadmap Manager (ARM).

* Assist with developing and maintaining IT Project Portfolio policy, and process.

* Assist with project portfolio management implementation and policy/process compliance across the OCIO using portfolio management best practices.

* Provide portfolio management training including conducting workshops and providing training materials.

o Requires expertise in PowerPoint and Mural.

* Establish, maintain, assess, and report portfolio management metrics using custom and standard NASA tools.

* Support working groups, boards, and meetings to ensure portfolio management best practices are considered and policy/processes are understood and followed.

o Provide pre-meeting review of documents in support of the portfolio.

o Suggest edits to support the best interest of the OCIO and the portfolio.

o In meeting, provide support to projects within the portfolio.

o Ensure decisions and recommendations from boards and working groups are incorporated into final documents and briefings.

* Assist with the gathering of required data in the OCIO PPM Toolset in support of monthly/quarterly/annual reviews.

* Review policies and processes to identify impacts and conflicts with portfolio management.

* Develop and maintaining portfolio management Configuration Item (CI) templates.

* Provide quality checks on CIs and assist owners in improving the quality of products.

* Generate requirements for approval by EPMO Chief for the OCIO portfolio management toolset.

* Perform testing for selected toolset to ensure portfolio management requirements are met.

* Provide training and support to the portfolio management toolset users.

* Support program/project management reviews (e.g., System Engineering Reviews, Key Decision Point Reviews, and OCIO Budget & Integration Reviews) within the scope of the portfolio.

* Conduct Continual Service Improvement (CSI) efforts.

* Track and report portfolio risks and issues.

* Analyze IT Project Plans for technical and process gaps, dependencies, and synchronization and integration challenges.

* Author, edit, and analyze IT Project Plans.

* Support governing boards that adjudicate portfolio projects advocating for decisions that support the portfolio.

* Consult with the Strategy and Architecture Office to ensure portfolio outcomes and outputs align with the NASA IT Strategic Plan.

* Assist in developing requirements for efforts within the scope of the portfolio.

* Develop and present executive level reports.

This position will be responsible for providing the following deliverables:

* Provide Performance Management Objectives and Key Results for Digital Transformation.

* Create training packages of overall Program and Project Management as it applies to Digital Transformation.

* Create, track and report on Risks for Digital Transformation.

* Create, track and report on Objectives and Key Results (OKRs).

* Document requirements to feed Enterprise solution tools.

* Provide Weekly Report status on behalf of Digital Transformation within the OCIO Weekly Reporting tool.

Remote, hybrid, and onsite positions the employee bears travel costs to nearest NASA Center for badging and issue of NASA IT equipment.

EDUCATION AND PREVIOUS WORK REQUIREMENTS:

* Minimum education - BA/BS in Project Management, Communications, Business Administration, or an IT related discipline

* Minimum experience - 6 years

MINIMUM REQUIREMENTS:

Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, One Drive), SharePoint, and Box.

* 6+ years of project management experience

* 3-5 year of portfolio management experience with strong analytic skills

* 3 years of performance management spanning business/mission (outcomes/impacts), tactical (project planning/execution), and operational (service/product delivery)

* Project Management Professional (PMP) certification

* Experience with Objectives and Key Results (OKRs) and/or Balanced Scorecard, and ideally both practices

* Experience using tools to visualize performance

PREFERRED QUALIFICATIONS:

* Strategy Management (desired, not required)

* ITIL Certification (desired, not required)

* Microsoft SharePoint (desired, not required)

* Microsoft Project (desired, not required)
