In order to be considered for this position, the candidate must be serving permanently in the title of Assistant Civil Engineer or must have taken, passed, and be reachable on the Open Competitive Assistant Civil Engineer Exam # 5015 or be eligible under the 55a program.

The Division of Traffic Operations seeks to hire an experienced Assistant Civil Engineer to support traffic signal timing and intersection control operations in the Signals Timing and Intersection Control (STIC) Unit. The successful candidate will be involved in planning, coordinating, and executing signal timing studies, as well as other transportation-related initiatives.

Key Responsibilities:
-Conducting studies on Traffic Signals (T/S), All-Way Stops (AWS), Left Turns (L/T), Accessible Pedestrian Signals (APS), and Leading Pedestrian Intervals (LPI) across the five boroughs. This includes evaluating traffic control devices, pedestrian and vehicular volume, safety, and other related factors.
-Recommending and implementing changes to traffic signals, signage, and other control devices to reduce congestion, improve safety, and enhance operational efficiency.
-Performing traffic signal timing modifications and conducting field investigations to improve safety for both vehicles and pedestrians.
-Working on Vision Zero and Retiming Projects, conducting traffic studies, analyzing feasibility for L/T signals and LPIs at high-risk locations, and analyzing traffic impact through simulation programs (e.g., Synchro, Thru traffic).
-Studying the impact of dedicated bus and bike lanes on heavily trafficked corridors and suggesting necessary signal timing adjustments.
-Participating in traffic signal design and construction, working on specialized projects to enhance the safety and efficiency of street networks.

Field Work:
-Conducting field surveys and investigations across all five boroughs.

License Requirements:
A Motor Vehicle Driver's License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the appointment.

ASSISTANT CIVIL ENGINEER - 20210

Minimum Qualifications

1. A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or

2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.

Preferred Skills

-Candidate should be able to prepare an intersection sign order, block order, and school order and be able to prepare and write repair orders.
-Familiar with using electronic devices for data collection (Jamar Machine, Speed Gun, etc.).
-Familiar with computer software such as Microsoft Office Suite (Word, Excel, PowerPoint), SYNCHRO Studio, HCM 2000, and Thru-Traffic.
-Ability to utilize the computer to access and process collected data.
-Candidate should be able to read blueprints.
