THE POSITION:

The Inland Empire Utilities Agency (IEUA/Agency) is seeking a dynamic, strategic, and collaborative leader to serve as its next Assistant General Manager. This role requires strong expertise in financial management, information technology, and administrative operations to oversee the Agency's Administration Division. The ideal candidate will bring a proven track record of leading cross-functional teams, optimizing operational efficiencies, and aligning division-wide initiatives with the Agency's strategic goals. This position provides critical support to the General Manager, ensuring that financial stewardship, technology innovation, and administrative excellence drive the Agency's mission forward. Under the policy direction of the General Manager, the Assistant General Manager provides strategic leadership and oversight for the Administration Division, which includes the Finance and Information Technology departments. This role is responsible for planning, organizing, and directing division-wide activities while ensuring alignment with the Agency's strategic goals. The Assistant General Manager plays a key role in developing and implementing both short- and long-term objectives, ensuring that all functions effectively support the Agency's mission while maintaining compliance with applicable laws and regulations. Education/Training/Experience:
An equivalent combination of training and experience or the following:
- Graduation from an accredited four-year college or university with a major in accounting, business, or public administration or a closely related field.
- Ten (10) years or more of progressively responsible experience performing complex financial, statistical and budgetary analyses, with at least five (5) of which were at a manager level.
- Candidates that possess a master's degree and/or have prior experience in Public Agencies are highly desirable.
Skills and Abilities
- Lead and motivate people in a manner that promotes accountability, employee engagement, staff development, respect, and collaboration.
- Excellent verbal and written communication skills, with the ability to engage effectively with Board members, elected and appointed government officials, consultants, contractors, employees, and the public.
- Plan and direct the activities of a Division of management, professional, technical, and administrative staff responsible for a variety of financial, technical, and administrative programs and activities.
- Analyze complex issues, develop sound recommendations, and make decisions independently.
- Evaluate financial, administrative, technical, and business process programs and make recommendations for improvement.
- Develop and implement strategic plans, policies, and procedures that drive the organization forward, aligning with Agency goals and objectives.
This position is At-Will and FLSA Exempt - ineligible for overtime compensation.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 935,000 people across 242-square miles in western San Bernardino County. Under the leadership of a directly elected five-member Board of Directors, the Agency is committed to supporting the needs of its service area and safeguarding public health through significant investments in a diverse water supply portfolio, reliable municipal/industrial wastewater collection and treatment services, and other related utility services in a regionally planned and cost-effective manner. As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.
