Overview Assist the Executive Vice President of Military Affairs & Strategic Partnerships in developing, implementing, and managing the enterprise wide public policy program. Support business activities across departments to ensure continued compliance with applicable laws and regulations. Inform business units of public policy developments that may affect business operations and engage in public policy advocacy that benefits Navy Federal's members. The Vice President Government Relations & Public Policy will report to the Executive Vice President of Military Affairs & Strategic Partnerships. Responsibilities
- Assist the Executive Vice President of Military Affairs & Strategic Partnerships in directing the Public Policy program
- Analyze federal and state laws, regulations, and other public policies related to the operation of credit unions
- Formulate public policy proposals and positions for both internal and external stakeholders in support of the organization's mission and objectives; develop and implement advocacy strategies
- Serve as a regulatory and legislative liaison with external groups, major credit union trade organizations, leagues, government agencies, and other third parties, to represent the organization's interests with federal and state trade associations and leagues, government agencies (including officials and staff), professional groups, and legal counsel on compliance and public policy issues
- Prepare regulatory comment and advocacy letters and correspondence to government agencies, members of Congress, and the major credit union trade associations to support the organization's positions and proposals
- Assist and support the Executive Vice President of Military Affairs & Strategic Partnerships, President, and COO in external leadership roles involving legislative, regulatory, and other public policy issues
- Assist the Executive Vice President of Military Affairs & Strategic Partnerships in conducting and preparing oral and written briefs for President and executive management
- Prepare position papers, correspondence, speeches, and Congressional testimony
- Direct and manage day-to-day operations to support the overall development, maintenance, and management of the public policy advocacy and compliance programs
- Monitor, research, and analyze public policy issues including federal and state laws, regulations, staff commentaries, court decisions, legal opinions, trade association guidance, and other resources to ensure that products, services, and operations are in compliance with federal and state laws and regulations
- Support the Executive Vice President of Military Affairs & Strategic Partnerships in advising senior management on requirements of applicable laws and regulations and emerging policy developments
- Analyze the external environment (laws, regulations, and other public policy proposals), the internal environment (products, services, resources, technology, etc.) and investigate and test effectiveness of compliance and advocacy programs to corporate and staff policies, goals, and objectives
- Perform supervisory/managerial responsibilities
- Perform other duties as assigned
Qualifications
- Advanced knowledge of laws, regulations, and other public policies affecting credit unions
- Effective knowledge of financial services industry issues
- Expert leadership, negotiating, consulting, analytical, and problem-solving abilities
- Demonstrated ability to produce desired results and achieve objectives
- Significant experience in exercising independent judgment in determining appropriate regulatory action to ensure compliance with applicable laws and regulations
- Significant experience in making, supporting, and defending policy positions to policymakers
- Demonstrated ability to convert regulatory strategies to executable tactical plans
- Advanced experience in planning, project management, and organization with the ability to lead multiple activities and resources
- Advanced experience in managing multiple staff initiatives and meeting changing priorities to accomplish organizational objectives
- Significant experience and skills in public policy and advocacy
- Advanced verbal, written, interpersonal, and communication skills, including the ability to effectively communicate complex concepts to non-technical and senior management staff
Desired Qualifications
- Working knowledge of Navy Federal's objectives, functions, and policies
- Familiarity with the US Armed Forces and an appreciation of financial issues that service personnel experience
- Juris Doctor from accredited law school and currently licensed to practice law, or equivalent graduate degree in related field
