Primary Purpose of the Organization:
The primary purpose of Police and Public Safety is to protect life and property of the students, faculty, and staff on the campus of Fayetteville State University and to support the University's core mission of academic excellence by providing comprehensive and professional public safety services, as well as convenient access to a peaceful and orderly campus community.
Primary Purpose of the Position:
The Senior Police Supervisor reports to a Captain of the Department of Police and Public Safety. The Senior Police Supervisor position of Lieutenant is a sworn law enforcement officer that serves as a supervisor with full powers of arrest and is responsible for enforcing the laws of the Local, State, and Federal Government. Employees in this class are assigned special administrative and management duties.

Brief Summary of Duties:

  • Appraises operational activities and takes necessary action to improve operational efficiency and effectiveness; plans and prepares work schedules for personnel.
  • Work involves supervising and managing personnel within the department.
  • Collect proofs of compliance, document adherence to established standards, advise on standard updates, prepare and review various records and reports.
  • Orienting and training officers, inspecting officers, and/or other departmental personnel on a shift or unit.
  • Plans, directs, and configures work assignments for department personnel and directs necessary resources.
  • Trains, supervises, and reviews work of subordinate personnel assigned to his/her Division, ensuring adherence to established policies, procedures, and standards.
  • Conduct or assist with background investigations of new officers and employees when necessary.
  • Provide leadership in maintaining a safe and healthy environment for the Fayetteville State University community.

Minimum Education And Experience Requirements:

  • A minimum of a bachelors degree or greater and 6 years of sworn law enforcement officer experience or
  • an associate degree and 8 years of sworn law enforcement officer experience.
  • At least 3 years of the experience requirement must have been in a supervisory role equivalent to a Police Sergeant or greater and/or 3 years of experience as a Senior Police Supervisor I with the agency.
  • At the discretion of the campus hiring authority, documented service as a sworn law enforcement officer at a substantially equivalent classification (rank) may be accepted for lateral hires from outside agencies which are certification eligible. Current certification from NC CJETSC as a commissioned police officer or certification eligible within an agency specified timeframe.

Knowledge, Skills And Abilities:

  • Knowledge of the President's Task Force on 21st Century Policing and the ability to implement and apply the following Six Pillars: Pillar One: Building Trust & Legitimacy, Pillar Two: Policy & Oversight, Pillar Three: Technology & Social Media, Pillar Four: Community Policing & Crime Reduction, Pillar Five: Training & Education and Pillar Six: Officer Wellness & Safety.
  • Knowledge of Departmental Policies and Federal, State and Local Legislation laws.
  • Ability to apply court rulings and case law to agency records retention and public records. Knowledge of Clery and Title IX requirements and ability to apply requirements to campus environment.
  • Knowledge of Crime Analysis procedures.
  • Knowledge of NC General Statutes.
  • Knowledge of Police Department Departmental Operating Instructions. Knowledge of the Commission on the Accreditation of Law Enforcement Agencies (CALEA).
  • Ability to deploy resources and make quick and responsible decisions in emergency situations.
  • Skill to effectively communicate information to officers and investigators.
  • Knowledge of effective crime prevention techniques and strategies.
  • Ability to interpret and apply EEOC regulations.
  • Ability to design special projects using a community oriented problem-solving approach to criminal activity.

Preferred Qualifications:
  • Experience working in a community College/Higher Education environment.
