Pay Range

$325,560 - $414,984 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have multiple openings for a Department of Defense Technologies (DoDT) Principal Deputy Program Director. You will be responsible for supporting the DoD Program Director in programmatic and engineering management with approximately 200 scientists, engineering, and technicians, in all aspects of DoDT strategy and business development, partnerships, and technology investment deliverables. You will be responsible for development, systems engineering, and management of DoD Technology Programs in DoD-related laboratory activities. You will work with senior management, and various external sponsors to ensure successful project execution. This position will be in the Laser Systems Engineering and Operations Division of the Engineering Directorate.

In this role you will

  • Lead and manage the Department of Defense Technologies (DoDT) Program, including establishing long-term objectives and operational policies, ensuring alignment with Laboratory-wide priorities, and overseeing budgets, schedules, and performance standards to achieve safe, secure, and successful execution of NIF&PS deliverables for the DoD and related sponsors.
  • Collaborate across Laboratory divisions, external federal sponsors, and industry executives to develop and implement interdisciplinary goals and objectives that align with institutional priorities and emerging sponsor requirements.
  • Lead the development and execution of DoDT Program strategies, ensuring alignment with Laboratory mission deliverables and driving innovation to address complex technical and organizational challenges.
  • Develop strategic business opportunities by identifying key enabling technologies, fostering innovation, and leveraging technology investment opportunities to advance DoDT program objectives.
  • Act as the Program Director in a delegated role in the absence of the Program Director, ensuring continuity in strategic oversight, sponsor engagement, and program execution.
  • Manage technical programs and oversee program personnel through technical managers and multidisciplinary teams, championing technical innovation and fostering collaboration to achieve program goals.
  • Provide financial oversight for the development and management of an annual budget of approximately $100 million, ensuring efficient allocation of resources and alignment with strategic priorities.
  • Develop sponsor relationships, funding opportunities, and negotiate Statements of Work (SOW) to ensure alignment with sponsor expectations and Laboratory objectives.
  • Ensure personal commitment to the goals of Integrated Safety Management, Integrated Safeguards and Security Management, compliance with ES&H regulations, and the promotion of good business practices and a culture that support innovation.
  • Perform other duties as assigned, including providing strategic guidance on Laboratory-wide initiatives and interdisciplinary program integration.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelors' degree in Engineering, Science, or related technical field, or the equivalent combination of education and related experience, with extensive expertise in resolving complex technical problems and developing, planning, and coordinating innovative solutions.
  • Significant experience managing budgets and directing large, diverse multidisciplinary teams in research and development environments, with demonstrated success in delivering complex technical programs.
  • Expert leadership and management skills, with significant experience directing Technical Staff Leaders and Technical Managers to effectively champion innovation, drive technical excellence, and successfully achieve institutional goals and objectives.
  • Significant experience collaborating and negotiating effectively at high levels within internal and external organizations, constituencies, and sponsors, with proven ability to influence change at senior executive levels.
  • Demonstrated ability to anticipate the needs of a large, diverse community, formulate and execute decisions, and develop solutions within the framework of organizational strategic direction, implementing creative solutions to a diverse range of complex technical problems, and using strategic and innovative approaches or technologies.
  • Significant experience implementing safety and security policies and procedures, identifying hazardous conditions, and taking corrective action to ensure personnel have the necessary training, equipment, warnings, and tools to work safely and securely.
  • Expert verbal and written communication, facilitation, and collaboration skills necessary to effectively present, explain, negotiate, and advise senior management and external sponsors (such as the Department of Energy, Department of Defense, and constituents) on a wide range of topic areas.

Qualifications we desire

  • Master's degree or Ph.D. in Engineering, Science, or related technical field, with extensive expertise in DoD technology programs, systems engineering, and scientific facility operations.
  • Knowledge of Laboratory programs, policies and procedures.
