Rate of Pay/Benefits:



This is a Full-Time Administrative position at grade 217, with an annual salary range of $97,339 to $129,785. The salary offer will be based on education and experience, in alignment with the College's compensation philosophy and the current Collective Bargaining Agreement (CBA), if applicable.

Job Summary:



Under the direction of the Managing Director of Enterprise Systems, Applications and Project Management, an employee in this classification leads the IT-HRIS department, overseeing software applications and systems supporting HR processes like Payroll, Benefits, Compensation, Employee Relations, Talent Acquisition, and Records Management. This role ensures compliance with regulations and policies, assigns work within the department, and fosters a collaborative environment. The Senior Director also serves as a project manager for HRIS-specific projects and actively participates in operational tasks alongside HRIS Analysts.



Required Knowledge, Skills & Abilities:




  • Bachelor's degree in computer science, business, or related field.
  • 7+ years managing IT staff and complex technical projects.
  • Experience with higher education enterprise systems (e.g., Ellucian Colleague), relational databases, reporting tools, and Microsoft Excel; SQL knowledge is a plus.
  • Understanding of HR, Payroll, and Benefits regulations and processes.
  • Proficiency in PMBOK and project management methodologies (Agile, Waterfall).
  • Experience with help desk and project management tools (preferably Atlassian Jira).
  • Experience managing external contractors and vendors.
  • Higher education experience, including academic scheduling and compliance.
  • Strong diagnostic, analytical, problem-solving, and organizational skills.
  • Excellent leadership, communication, and presentation skills.
  • Ability to balance management duties with technical and operational tasks.
  • Effective decision-making and adaptability.
  • Ability to work independently and as part of a team.

Essential Duties:




  • Oversees and supports the Ellucian Colleague HR Module and other HR systems, ensuring compliance with regulations and policies. This role involves constant process improvement, developing and testing business rules, and collaborating with IT and functional departments to maintain data integrity. Responsibilities include timely testing and application of vendor updates, resolving system issues, updating configurations, managing security access, and creating reports. The Senior Director also defines technical approaches for complex projects, aligning specifications with requirements and creating design documents and test strategies. solutions.
  • Manages the department by handling requests, incidents, and project submissions from functional users via the ticketing system. This role involves supervising and leading HRIS Analysts, setting department goals, and prioritizing work. Additionally, the Senior Director provides training and mentorship to develop the technical, analytical, and business processing skills of the HRIS Analysts.
  • The Senior Director of HRIS and HRIS Analysts lead all technology projects for HR systems, adhering to standards set by the Director of IT Project Management. Responsibilities include initiating and leading project teams, developing project and communication plans, executing test plans, and analyzing and mitigating risks. They also manage system rollouts, including training, documentation, and procedure updates, ensuring quality and timeliness. Coordination with vendors may be required.
  • Provides technical documentation and training for HR systems to functional departments as needed. This ensures that users are well-equipped to utilize the systems effectively and efficiently.
  • Reviews patches and upgrades for the HR module of the ERP system (Ellucian Colleague) and other supported systems. This involves coordinating with the IT Application Development and analyst departments, identifying risks, creating test plans, and requesting installations. For cloud-based systems, the Senior Director works with vendors to ensure a testing plan is in place to prevent impacts on ECC's usage. If issues are found, they are addressed with the relevant business area and a fix is planned.
  • Attends analyst meetings and collaborates with IT Application Development and other analyst departments on HR systems projects and initiatives. This includes working with the Senior Director of Data Quality on ICCB reports and other state and federal data-related initiatives.
  • Serves as the main technical contact for HR software, reviewing vendor contracts and recommending changes to the Budget Officer. When new HR software is approved for purchase, this role leads the Request for Proposal (RFP) process according to IT standards.
  • Represents IT on internal planning and advisory committees, contributing to meetings with the Managing Director to evaluate strategic directions for campus-wide information systems and application platforms. This role provides expertise and guidance on HR systems and applications.
