Performs a variety of professional and technical duties associated with the development and monitoring of Arapahoe County's emergency response program. This position will be responsible for coordinating, developing, and delivering emergency response preparedness programs, materials, training and education to prepare Arapahoe County employees for all emergencies.

Duties
-
- Assists in the development and implementation of Emergency Response Plans (ERPs) for County buildings, as well as other related plans, under the guidance of the Risk Manager. Actively participates in the County's emergency response strategic planning, contributing to the creation of goals and objectives. Coordinates the alignment of facility-specific objectives with the County's overall emergency management goals. Manages the County's Emergency Response Team and maintains communication and collaboration with each County building's respective Emergency Response Team to ensure coordinated and effective responses in the event of an emergency. May perform operational duties at emergency/crisis location.
- Coordinates and manages the development, implementation, evaluation, and ongoing maintenance of Emergency Response Plans (ERPs) for County buildings. Oversees the facility-specific ERP training and exercise program, ensuring competency-based training is validated, exercises are designed, conducted, and evaluated, and the necessary documentation, including After Action Reports and Improvement Plans (AAR/IP), is customized and followed up on. In the event of an actual emergency, is responsible for response, recovery, evaluation, and follow-up actions.
- Develops and coordinates the County's comprehensive emergency response training program in collaboration with internal departments and offices. Creates a training plan for County staff, ensures progress toward completion, and monitors staff engagement with the program. Additionally, manages a variety of emergency management projects and programs focused on emergency response training, readiness, and planning.
- Maintains up-to-date knowledge of applicable regulations, including local, state, and federal requirements, OSHA standards, NIMS, and other Emergency Management (EM) regulations. Coordinates activities to ensure compliance with these regulations and stays informed on EM best practices.
- Implements and interprets policies and procedures developed by higher-level managers or supervisors. Assists in the development, recommendation, and coordination of new procedures for the assigned functions or unit, ensuring that they align with current regulations and industry best practices.
- Provides oversight and participates in emergency response meetings, as well as other facility committees that integrate emergency response interdepartmental functions, such as safety and security. Communicates updates and changes to the emergency response to ensure all relevant parties are informed.
- Collaborates with internal offices and departments to develop, coordinate, conduct, and manage the County's emergency response exercise program. Ensures adherence to Homeland Security Exercise & Evaluation Program (HSEEP) requirements and guidelines during the design and execution of exercises. Additionally, assists in surveys to identify emergency-related needs that should be addressed in the planning process.
- Provides regular updates to the County E-Team, Executive Safety Committee, and Board of County Commissioners regarding emergency response efforts. Maintains clear communication with senior leadership, staff, and the County's Office of Emergency Management to report and address threat incidents as appropriate.
- Manages the County's threat incident report form, internal website, and alert process, ensuring smooth flow from initial report through to the after-action report. Provides recommendations for process improvements and best practices. Determines the type of threat, notifies appropriate parties, and responds to the reporter, and assigns investigations to the relevant parties, following up on the investigation, and ensuring proper documentation of after-action reports.
- Manages County's emergency alert notification program. Assists in the development and implementation of emergency alert notifications for County buildings, as well as other related notification information and contacts under the guidance of the Risk Manager. Creates a training plan for County staff and leadership, ensures progress toward completion, and monitors staff engagement with the program to prepare for a variety of events.
Skills, Abilities and Competencies:
- Knowledge of emergency management and safety principles and practices and the applicable laws and regulations affecting safety, including OSHA and NIOSH.
- Knowledge of methods and techniques of planning and leadership including goal setting and performance evaluation.

Requirements

Education and Experience:
- Bachelor's Degree from an accredited college or university in public administration, political science, emergency management, or related field
- 2 years of experience with emergency response coordination or management
- Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
- Public Entity experience
- Emergency Management Certification through FEMA
- Emergency Management Certification through CEMA

Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
- Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.
Post-Employment Requirements:
- Successful completion of in-service/mandatory training.
WORK ENVIRONMENT:
- Work is generally confined to a standard office environment.
- Occasional trips outside the office for offsite location visits, attend meetings, conduct training programs and investigations, evaluate work sites, etc., which could include mechanic shop, on-site field work, and/or warehouse conditions.
