Probationary Period: 12 months

Under direction, plans, supervises and reviews the work of technology and process improvement analysts responsible for improving the efficiency and effectiveness of the Agency's operations; participates in the evaluation of proposed end-user technologies, coordinates purchases, oversees equipment inventory and logistics, aids in the development of long-term Agency-wide technology plans; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS:
A Business Systems Supervisor is responsible for supervising staff engaged in process analysis, improvement, and technology support functions, including end-user technical support, system administration, and asset management. Incumbents lead teams that utilize technology solutions and best practices to analyze business processes and to streamline operations. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff, for maintaining operational standards, and for providing professional-level support in a variety of areas. Assignments are typically received in general terms, and incumbents are expected to act with considerable independence within the framework of established policies, procedures and objectives.

Employees in this class typically report to the Manager of Information Technology and supervise the work of Technology Specialists.

Business Systems Supervisor is distinguished from Manager of Information Technology in that incumbents in the latter class have greater technical knowledge and are responsible for the planning and management of the entire department.



EXAMPLES OF ESSENTIAL FUNCTIONS:

Plans, assigns, schedules, supervises and evaluates the work of assigned staff; with staff, develops, implements and monitors work plans to achieve assigned unit objectives; provides input to the annual budget; makes purchases and other expenditures in accordance with Agency procedures and monitors performance against the annual budget; participates in developing, implementing and evaluating plans, processes and procedures to achieve established goals and objectives in accordance with department standards; prepares and maintains a variety of records and reports.
Interviews and participates in selecting new unit staff; supervises and evaluates staff performance; establishes performance requirements and personal development targets; regularly monitors performance and provides training, coaching and mentoring for performance improvement; recommends performance recognition when warranted; with management concurrence, implements the progressive discipline process to address performance deficiencies, in accordance with Agency human resources policies and labor contract agreements.
Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and Agency's mission, objectives and values regarding teamwork, mutual trust and respect; applies best practices and quality assurance processes to assigned areas of responsibility; enforces the maintenance of safe working conditions and ensures safe work practices are followed by staff.
Plans, organizes and oversees management and program analyses relating to departmental or Agency issues and/or programs; through project teams or subordinate staff, identifies problems, determine analytical techniques and statistical and information-gathering processes and obtains necessary information and data for analysis; analyzes alternatives and makes or approves recommendations to improve efficiency and effectiveness including changes in workflow, training, staffing and technological support; authorizes additional technology resources as needed.
Oversees end-user technology support services, ensuring timely troubleshooting, resolution, and escalation of technical issues. Coordinates with internal stakeholders and external vendors to ensure service levels are met.

Assists in developing and administering the department's operating and program budgets; approves purchases up to authorized level; develops and monitors departmental and Agency key performance indicators; maintains statistical databases; conducts program evaluation, measurement and verification activities; prepares and submits financial, participant and program activity reports for management.
Prepares and coordinates a variety of work reports and records; attends meetings; schedules and maintains mandatory training records for section staff; represents the section/department with other divisions, departments and vendors.
Develops, implements, and maintains comprehensive training programs for Agency-wide business software applications; creates standardized training materials, user guides, and documentation for various skill levels; evaluates training effectiveness through participant feedback and performance metrics.
Conducts regular training needs assessments across departments to identify knowledge gaps; develops and implements specialized training tracks for Information Technology staff, including technical certifications, emerging technologies, and professional development programs.
Creates and maintains a training calendar for both end-user and Information Technology staff development; coordinates with software vendors to facilitate specialized training sessions and certification programs; manages scheduling and logistics for training sessions across multiple departments.



QUALIFICATION GUIDELINES:

EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited four-year college or university with a major in business, public administration or a closely related field, and at least ten years of progressively responsible experience in performing administrative, operations, budgetary and similar analyses; or an equivalent combination of education, training and experience. A master's degree in business administration and experience in a public agency are preferred.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Project Management Professional (PMP) Certification is highly desired.
KNOWLEDGE OF:
