Job Summary

The Student Financial Services (SFS) Department, part of the Controller's Office within the Business Services Division at Maricopa County Community College District (MCCCD), has an opportunity to join the team as a Fiscal Specialist Senior.

Student Financial Services plays a critical role in managing Financial Aid Programs, including processing deposits and refunds and reconciling all financial aid accounts. The Fiscal Specialist Senior will take on high-level, detailed fiscal assignments and serve as a key contributor to the success and efficiency of the team. This position requires strong critical and analytical thinking skills to thrive in a fast-paced, deadline-driven environment.

The Fiscal Specialist Senior will also ensure compliance with Federal, State, and Local Government regulations and perform specialized governmental accounting tasks related to collections, such as:
  • Managing Internal Revenue Service 1098-T Forms
  • Overseeing the Arizona Department of Revenue Debt Setoff Program (AZDOR)
  • Handling student bankruptcies and the collection of outstanding student debts
  • Adhering to applicable statutes and regulatory guidelines


Essential Functions

30% - Performs analytical and fiscal support activities along with interpreting data related to restricted funds/funds, student bankruptcies, and collections:
  • Utilizes spreadsheets and database software to retrieve, analyze, and interpret data for reporting and data manipulation.
  • Ability to utilize various database systems to generate data to complete complex reconciliations, identify discrepancies, and resolve discrepancies, as assigned, and prepare and submit requisitions.

25% - Responds to more complex requests and complaints not resolved at a lower level regarding Internal Revenue Service 1098-T Forms; and SFS telephone hotlines and emails from students and collections agencies for restricted funds/funds:
  • Investigate and research more complex requests and complaints and ensure remedial steps are implemented to resolve issues as needed.
  • Collaborates and communicates with internal and external customers to ensure the resolution of requests and complaints are addressed in a timely manner.

20% Facilitates and coordinates database software systems with other systems daily, weekly, monthly, and annually with internal and external users to ensure there are no interruptions in the processes (validity testing, data formatting, student email communications, website information audits/update, form distributions), and to ensure data and information is being accurately transmitted:
  • Facilitates bank transactions for collection agencies.

15% - Designs, formats, and revises detailed documents such as the Arizona Department of Revenue Debt Setoff letter (AZDOR), bankruptcy letter, and various tracking spreadsheets for AZDOR and bankruptcy; composes basic original documents, correspondence, and presentations, as assigned:
  • Organizes and/or maintains records and logs; reviews assigned work; and makes recommendations to streamline processes to ensure effective and efficient operations and improve controls.

10% - Other duties as assigned, such as monitoring the integrity and accuracy of financial transactions related to collections, bankruptcies, Internal Revenue Service 1098-T Forms, and other duties as assigned.
  • Adheres to and ensures compliance with Federal, State, and Local Government applicable policies and procedures for these areas


Minimum Qualifications

Associate Degree from a regionally accredited institution and two (2) full-time equivalent years of fiscal support experience related to the area of assignment.

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. Bachelor's Degree or higher.
  2. Two (2) or more years of experience in accounting, finance, payroll, reconciliations, purchasing, accounts payable, accounts receivable, etc.
  3. Two (2) or more years of experience utilizing software systems such as financial, accounting, and student information systems; and MS Excel (Spreadsheets, Pivot Tables, V-Lookup, etc.).
  4. Two (2) or more years of experience in a collection agency or call center environment.
  5. Two (2) or more years of experience in customer service experience by supporting, reviewing, and analyzing customer information to provide resolution.
  6. Experience working with public entities, non-profit, and/or higher education settings.


Special Working Conditions

May be required to lift or carry up to 25 lbs.

May be required to sit for a prolonged period of time, viewing a computer monitor.

Work schedule:

Staff is required to work a minimum of two (2) days in the office and work three (3) days remotely. This work schedule may be revised to address departmental and/or MCCCD needs.

Summer Schedule:

During the summer, staff will be able to work ten (10) hours a day for four (4) days a week. This work schedule may be revised to address departmental or MCCCD needs.
