Where Your Career is a Force for Good! Job Summary: Manage the implementation of disaster services programming in an assigned geographic area, or a regional functional activity. Lead, develop and support the Disaster program volunteer team responsible for local preparedness, response, and client care management as well as management of community and government relationships within assigned geography, or a specific regional function. Ensure the development of Disaster leadership volunteers in each of the program support functional areas of the disaster cycle to meet the needs of the area and region. Drivers for this work include the number of municipalities within its coverage area, the amount and complexity of program activity, geography, risk, population, frequency of events, and regional structure. Provide support, development and/or leadership guidance to all volunteers. Perform all duties and responsibilities in alignment with the Fundamental Principles and in compliance with standard operating procedures and other applicable Federal, State, and local regulations. Candidate must reside in WV region. Huntington, Charleston, & Morgantown WV are preferred. Key Responsibilities: Volunteers are our primary workforce and are empowered and engaged to lead and deliver the Red Cross mission. Regional employees are responders by exception. We mobilize and engage local communities to deliver services. The Regional Mass Care Manager is responsible for leading and coordinating Mass Care activities in collaboration with Regional DCS leadership, Senior Community Disaster Program Manager, Regional Planning and Situational Awareness Manager, Regional Client Care Manager, Regional Disaster Action Team Manager, geographic Community Disaster Program Managers, and volunteer leaders specifically assigned to the regional readiness table of organization. We align with Swarm Leadership Principles. 1. Responsible for all Regionwide mass care planning in conjunction with Regional Planning and Situational Awareness Manager and geographic Community Disaster Program Managers to ensure essential disaster services, including feeding, sheltering, household pets, distribution of emergency supplies and reunification, are available and delivered in a seamless fashion. Resource and meet Access and Functional Needs requirements. 2. Coordinate with Disaster Response Area leadership and geographic Community Disaster Program Managers to establish community and partner relationships to ensure mass care services (e.g., feeding, sheltering, household pets, distribution of emergency supplies and reunification) are clearly identified and mapped in the overall partnership strategy at the most local level. Brief Chapter Executive Directors and Community Volunteer Leaders on strategy and engage their support as indicated. 3. Coordinate and support regional readiness activities that enable the Region to achieve, and maintain or exceed, regional readiness targets and commitments. 4. Coordinate with Mass Care volunteers and geographic Community Disaster Program Managers to ensure the Region can deliver essential disaster mass care services, including feeding, sheltering, distribution of emergency supplies, unsolicited donations management, shelter resident transition, reunification and household pet support. a. Establish and maintain local feeding agreements with suppliers, vendors, and providers that meet the feeding program standards b. Establish and maintain sheltering site inventories, surveys and agreements with partners that meet the sheltering program standards. c. Establish and maintain partnerships to facilitate distribution of emergency supplies, reunification, and household pet support 5. Manage, train and mentor a workforce of professional mass care volunteers and leaders capable and willing to deliver mass care services. Support volunteer functional leaders. 6. Coordinate with geographic Community Disaster Program Managers, Regional Client Care Manager and Regional Disaster Action Team Manager to ensure seamless service delivery, training and planning. 7. Create, maintain, and engage in deliberate Mass Care planning with internal and external stakeholders in alignment with approved strategies, standards, priorities, and goals. Ensure the Region has a consistent strategy to commit mass care services to partners to meet the standards of the supportive community program. 8. Coordinate the procurement and storage of relief supplies with national headquarters. 9. Support geographic Community Disaster Program Managers by overseeing inventory management system to ensure accurate stock levels and efficient allocation of mass care resources. Maintain accurate and timely shelter, feeding and distribution of emergency supplies data. 10. Support the regular convening of mass care volunteers, community members and partners in mass care drills, trainings, exercises, readiness meetings and other planning efforts to demonstrate and measure readiness capabilities and continuous engagement. Scope Individual contributor that is fully proficient in applying subject matter knowledge; knowledge based acquired from several years of experience in particular area. Deployment Requirement Regional disaster employees are required to deploy to disaster relief operations outside of their region at a minimum of once a year. Deployments contribute to skill building, career development and exposure to different types of disasters. Employees must meet all training and physical capacity requirements for deployment. Travel Travel is required. PHYSICAL REQUIREMENTS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time. Preferred Qualifications:
