Job Announcement

Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under the direction of the Customer Experience Team Manager, assists in overseeing the operations of the Customer Experience Team in the Permitting and Code Administration Division. Prioritizes work assignments, evaluates the performance of the CET staff along with and in support of the CET Manager, and may possibly supervise. Evaluates work of subordinates on an ongoing interactive basis and assists with performance appraisals, when required. Mentors staff to ensure consistent job performance and to encourage development of technical knowledge, skills and abilities. Ensures staff are trained on appropriate codes, ordinances and policies required during the submission of permit applications, accurately and consistently as required to include supporting documentation and related data. Assists customers with complex applications for commercial and residential building, electrical, mechanical and plumbing permits, site-related plans and other plans, permits and submissions that are processed by the Customer and Technical Support Center (CTSC), for all types of construction that occur in the county to ensure compliance with all applicable codes. Supports the CTSC through in-person, phone, and virtual services, to include providing subject matter expertise to address real time inquiries. Supports a comprehensive training program aimed at CET staff and is available to assist in training staff in other branches and divisions. Manages online appointments. Liaise with key staff throughout LDS to communicate the goals of CET and implement process improvements. Complies with county, agency, and job specific training, including but limited to Emergency Management and Safety related courses. Complies with LDS's safety programs and guidelines.

Note: This position may be underfilled as an Engineering Technician II (S19); the Underfill Requirements are stated below in the Employment Standards section.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, four years of engineering technical support work.

UNDERFILL REQUIREMENTS:
This position may be underfilled as an Engineering Technician II (Grade S19; $53,265.06 - $88,775.02 annually).

The employment standards for the Engineering Technician II are: Any combination of education, experience, and training equivalent to high school graduation or a G.E.D. issued by a state department of education; plus, three years of engineering technical support work.

Underfill candidates must be able to meet the minimum qualifications of the Engineering Technician III within one year of the job announcement's closing date by 03/28/2026.

Candidates appointed to the position at the Engineering Technician II grade level will be eligible for a non-competitive promotion to the Engineering Technician III grade level upon successful completion of the underfill agreement.

CERTIFICATES AND LICENSES REQUIRED:
Virginia Department of Housing and Community Development (VDHCD) Permit Technician Certification

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Strong customer service skills and/or public contact experience.
  • Advanced knowledge/experience with Fairfax County permitting and plan review processes.
  • Experience with electronic permitting and plan review software.
  • Experience in land development
  • Team lead and/or supervisory experience
  • Excellent oral and written communication skills, including ability to effectively communicate technical topics to internal and external customers.
  • Familiar with the Virginia Construction Code, the ICC Family of Codes, the local Building Code and/or other Fairfax County Ordinances.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Position requires incumbent to be mobile with periods requiring sedentary tasks. All duties performed with or without reasonable accommodations.
