HDR is seeking a Federal Subcontracts Administrator II to join our Federal Procurement Group. This position is responsible for providing full-service administration of federal subcontracts, including issuing requests for proposals, processing requisitions, awarding and administering subcontracts, including issuing requests for proposals, processing requisitions, awarding and administering subcontracts and modifications, maintaining federal subcontract files, and administering the closeout process.

In the role of Federal Subcontracts Administrator II, we'll count on you to:



  • Work with the team to prepare and issue requests for proposals with appropriate terms and conditions
  • Provide subcontractor and vendor proposal evaluation and price analysis
  • Assist project teams with properly requesting and preparing subcontracts
  • Administer subcontracts and modifications to ensure compliance with federal regulations and procurement policies and procedures
  • Provide cradle-to-grave administration of time and material, labor hour, and fixed price agreements
  • Coordinate appropriate reviews of subcontract agreements and negotiated terms and conditions
  • Prepare and maintain the procurement file in accordance with HDR's procurement policies and applicable contract and regulatory requirements (executed agreement, insurance certificate, business status certification, price analysis, etc.).
  • Support the Project Manager in resolving any subcontractor disputes
  • Maintain effective relationships with subcontractors, project team members, management, clients, and support organizations
  • Provide guidance to all levels of internal and subcontractor personnel concerning procurement processes and requirements
  • Complete subcontract closeout activities in accordance with HDR's federal procurement processes
  • Provide support to other subcontract administrators as requested
  • Support internal audit requirements
  • Perform other duties as needed

Preferred Qualifications:


  • BA/BS degree in Business or related field; previous experience in lieu of degree is acceptable
  • A minimum of 2 years subcontract administration experience
  • Familiarity with Federal Acquisition Regulation (FAR) and federal procurement principals
  • Proficiency in MS Office Suite including Outlook and Excel, the ability to edit and create PDF documents, and the ability to work with databases and spreadsheet software
  • Prior experience with automated accounting software
  • A team player with strong verbal/written communication and collaboration skills
  • Detail oriented and quality conscious

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
