LOCATION - San Antonio, TX ABOUT THE JOB The Tepa Companies are seeking an Executive Vice President to oversee Construction in the Texas Region. As the EVP, you will be responsible for implementing the company-wide mission and strategy set by the Chief Executive Officer and Board of Directors, and for ensuring regional adherence to policies and procedures for reporting, project controls, financial controls, and employee relations. This role oversees the daily operations of the Texas Construction Region, including personnel, opportunity identification, project execution, project and office management, contract administration, safety, and quality control, to ensure all aspects of the regional work are executed in a safe, professional, high quality, and efficient manner. Standards are measured against goals defined in both Tepa's and the Texas Construction Region's strategic plans. Job Functions:
- Promote and enable the Tepa mission, core values, and culture with all employees and clients.
- Develop an annual business plan and manage regional direction to meet or exceed the approved plan accordingly.
- Make clear and concise business decisions with the best interest of both Tepa and the employees in mind.
- Direct all regional management processes including, but not limited to, contract management, business development direction, and program/project team oversight.
- Select or provide guidance as necessary on the hiring and management of team members.
- Conduct review of estimates and budgets for regional projects.
- Ensure the region's positions are staffed with individuals who are competent in technical abilities, cost control measures, and administrative and customer service skills.
- Responsible for the direct supervision of Project Managers, Vice Presidents (Operations Managers), and Project Administration staff within the region.
- Ensure Tepa is well apprised of all shortages or overages on budgets in a timely manner.
- Conduct weekly/monthly "Work in Progress Reports" reviews on projects of concern and update senior leadership.
- Conduct monthly Program Review and update all stakeholders on performance against business plan, issues/concerns, and regional needs.
- Conduct meetings as necessary with regional office and field staff to ensure team members are "in the know" on regional matters and concerns.
- Ensure all regional subcontractors and vendors are paid in accordance with contractual requirements.
- Direct Business Development efforts within the region. Select projects that ensure success for annual business plan, balancing both risk and reward for Tepa.
- Conduct business development meetings with clients to ensure regional position within the market and upcoming contracts.
- Abide by Tepa's "Go/No-Go" and Project Assessment process.
- Actively work with regional staff and proposal management group to ensure highest opportunity for success on proposals.
- Attend contract/subcontract negotiations as required and attend all contract dispute meetings.
- Select or provide guidance for the development and review of contracts and subcontracts.
- Perform and provide oversight on proposal and bid negotiations.
- Sign all regional subcontract and procurement efforts according to Tepa's procurement process and policy.
- Work closely with Tepa leadership (Executives, Presidents, EVPs, SVPs, etc.) to communicate to employees everything that is occurring within all Tepa companies on changes, challenges, successes, and tribal matters.
- Actively demonstrate and encourage collaboration, proactive communication, and positive relationships among regional and corporate staff.
- Work with Tepa HR to assure managers within the region are able to hire, coach/counsel, and terminate employees as needed.
- Monitor regional staffing levels to ensure efficiency and budget compliance while thinking about future growth and needs.
- Work with other Construction Executive Vice Presidents to balance staffing/equipment between regions. Support other regions when the opportunity arises.
- Confidentially manage yearly compensation/bonus decisions for regional staff members.
- Ensure alignment between company goals, priorities, and objectives within your staff.
- Travel as needed to active regional projects, assess status, and provide the client with assurance that leadership is involved.
- Travel for meetings as required.
- Other duties as assigned by an Executive.
WHAT WE'RE LOOKING FOR
- Bachelor's degree in engineering, construction management, business, or other related field and/or 10+ years' experience in a similar management-level position.
- 10+ years' experience managing teams of 20 or more, including subcontractors.
- 5+ years' experience in progressively responsible positions with a strong emphasis on government and/or tribal contract management.
- Profit and Loss Responsibility for 5 years.
- Previous Tepa project management experience preferred.
- Proven planning and problem-solving skills.
- Previous Department of Defense (DoD) construction experience preferred.
- Previous experience in a construction management or professional services organization preferred.
- Management experience in an 8(a) organization preferred.
- Robust project management, project controls, contract management, negotiations, planning, budget development, quality control, health & safety, and strategic planning experience.
- Experience with multiple contracting methods including firm fixed price, time & materials, best value, lowest price technically acceptable, cost plus, negotiated, etc.
- Knowledge of federal and non-federal (tribal) construction and consulting industries.
- Ability to articulate vision and gain alignment from key stakeholders across the company.
- Ability to develop and maintain relationships with clients.
- High impact self-starter who can thrive in a complex, high performance, results-driven environment.
- Strong leadership skills with the ability to inspire people to action through their influence.
- Strong oral and written communication skills.
