Position Summary

The North Carolina Institute for Public Health ( NCIPH) serves as the bridge between academia and practice. The institute consists of approximately 25 EHRA staff. Unlike academic and research units, NCIPH is primarily soft-funded by state agencies, local non-profit organizations, and private foundations. The funding mechanisms are primarily short-term (6-12 months) contracts that range in dollar value from 6,000 to 600,000 and vary in scope and complexity, requiring constant oversight and diligence to remain compliant and solvent.

In collaboration with the Director of Finance and Research Administration, the Procurement Specialist helps to drive the overall mission of the department by providing optimal financial and related administrative services for the diverse faculty, staff, and student body we serve. The Procurement Specialist displays a commitment to being responsive, courteous, professional, efficient, and inclusive. As a member of the team, this position takes pride in our commitment to continuously improve, uphold high quality service standards, and work collaboratively with others to maintain the integrity of the institution.

The Procurement Specialist serves as a subject matter expert within the Finance team. This position performs functions related to the purchase, receipt, and payment of goods and services. Duties and responsibilities include the submission of purchase requisitions for goods, services, and contracts; review of travel expense reports for accuracy and compliance with University policy; and the management and submission of campus vouchers for goods and services including research supplies, departmental subcontracts, and independent contractor payments. The position incumbent will research and resolve discrepancies with invoices, correspond with vendors, researchers, and other administrative staff within the School well as those in other departments at UNC. The position will handle large volume of tickets / requests for payment, purchasing orders and other requests for purchasing assistance.

Minimum Education and Experience Requirements
High school diploma or equivalency; or demonstrated possession of the competencies necessary to perform the work.

-Ability to manage a variety of transactions which may require considerable financial program knowledge.
-Ability to monitor and manage purchasing requests for completeness and compliance with standards and regulations and/or program laws and regulations
