Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a Payables Supervisor to oversee all activities and processes related to procurement and accounts payable. Act as primary source of support for Cuyahoga DD staff, providing ongoing assistance, direction, and problem-solving in all aspects of purchasing and accounts payable. Oversee key business processes, initiate process improvements, and supervise personnel. Coordinate the preparation of financial reports, review and analyze this information for quality assurance, budgetary, and reconciliation purposes. The nature of work will include, but is not limited to the following:

    Oversee and verify compliance of purchase activities with internal policies, all regulatory agencies and generally accepted accounting principles (GAAP). Verify and approve all purchase orders in Oracle and approve invoice batches in OnBase. Perform internal audits of documentation as needed.
  • Provide ongoing training and outstanding customer service to departments on purchasing and accounts payable procedures and best practices. Support department staff with day-to-day requests and problem-solve as needed. Initiate process improvements as appropriate to increase efficiency and to meet customer needs.
  • Oversee and perform purchasing of supplies and services on behalf of Cuyahoga DD. Review major solicitations and contracts to ensure compliance and identify opportunities for improvement.
  • Review and approve purchasing and expenditure reports, including purchase orders and monthly paid invoices by department. Support department staff in the use of such reports. Provide ad hoc reports to executive staff and directors as needed
  • Reconcile Cuyahoga DD monthly payable reports to Cuyahoga County's fiscal office and prepare reconciliation summary for audit purposes. Participate in response to audits, including providing reports and supporting documentation as needed.
  • Monitor all purchase orders to ensure budgetary and regulatory compliance. Oversee status of open purchase orders in the County system to ensure efficient operations.
  • Provide support and backup in all aspects of purchasing and accounts payable, including contact with vendors, county offices, and Cuyahoga DD personnel.
  • Assist Cuyahoga DD staff to identify vendors of outside products and services, including collecting and verifying the needs of Cuyahoga DD departments. Verify vendor performance and ensure viability and accuracy of all active vendors in Oracle. Maintain membership in State of Ohio Cooperative Purchasing programs.
  • Assist with the auction of surplus equipment/furniture with County's Central Services Department and Cuyahoga DD's Operations Department and ensure accurate documentation.
  • Coordinate publication of bid specifications, legal advertising in newspapers, processing bid bonds, preparation of contract documents, and issuing purchase orders.

PERSONAL CONTACTS: Frequent contact with a wide range of County Fiscal Office personnel, Board staff, vendors, general public, ODJFS, DODD;

SUPERVISORY DUTIES: Direct supervision of Purchasing Specialists and Senior Accounts Payable Specialist.

UNUSUAL WORKING CONDITIONS: Must have access to reliable transportation.

ESSENTIAL KNOWLEDGE, SKILLS, & ABILITIES:

  • Knowledge of general accounting principles and practices, as well as purchasing and accounts payable.
  • Knowledge of spreadsheet software, word processing, and computerized accounting system.
  • Knowledge of Cuyahoga DD policies and procedures, programs, and services.
  • Ability to develop, implement and maintain policies and procedures.
  • Ability to analyze data and prepare accurate reports.
  • Ability to communicate clearly and effectively.
  • Ability to interact effectively and cooperatively with a variety of people.
  • Planning and organizational abilities.
  • Ability to work as leader or member of team.
  • Ability to direct others.

SALARY: The salary listed in the header is the starting salary for all positions in the Pay Schedule that includes this position. It is important to understand that the actual starting salary will be determined based on many factors including the breadth and depth of the knowledge, skills, education and experiences brought by the candidate. Also, it is Cuyahoga DD's intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering not only internal equity but also the budgetary constraints.

Remote Work: Our positions are not remote. There is an onsite expectation for all of our positions. Although we do permit some remote work at home with flexible, hybrid work schedules for some of our positions, we do expect staff to be able to commute to an office. We do not currently offer any fully remote positions. This position comes with the expectation that the employee will work onsite most days each week as directed.



Qualifications

  • Bachelor's degree in accounting, business administration, or a related field.
  • Minimum three years' experience in accounting, auditing, or financial management.
  • Supervisory experience strongly preferred.
  • Experience in governmental accounting and purchasing practices highly desirable.
  • A valid Ohio driver's license and the ability to maintain an insurable driving record under the Cuyahoga DD's auto liability insurance policy.
