SUMMARY OF THE ROLE
The Sr. Regulatory Coordinator is responsible for supporting the Pipeline and Hazardous Materials Safety Administration (PHMSA) and U.S. Coast Guard (USCG) review process as it relates to design development and construction of the Rio Grande LNG Terminal. The primary purpose will be to work collaboratively with multiple departmental stakeholders to ensure strategies, procedures, and assurance processes are established to address compliance requirements. The Sr. Regulatory Coordinator must understand the federal regulatory requirements for the LNG Facility in accordance with 49 CFR Part 193, 49 CFR 199, and NFPA 59A as well as be knowledgeable in 33 CFR 101, 33 CFR 105, and 33 CFR 127.

KEY RESPONSIBILITIES
  • Lead Regulatory support for engineering design reviews of the PHMSA IA LNG Question Set and Requests for Information from regulators for compliance validation of Company Permits and Applicable Laws.
  • Assist in the development, implementation, and maintenance of the Regulatory Compliance Program.
  • Serve as the Subject Matter Expert (SME) in Regulatory areas concerning LNG facility design and operation for PHMSA and USCG requirements.
  • Leads the regulatory compliance assurance program necessary for site audits and inspections by PHMSA and USCG Staff.
  • Performs internal compliance assurance activities in coordination with applicable stakeholders in preparation of routine PHMSA and USCG audits or inspections.
  • Identify potential areas of compliance vulnerability or risks and provides reports to Management and other LNG business stakeholders.
  • Conduct inspections and audits of engineering design documentation and lead in implementation of any necessary corrective actions identified.
  • Lead in evaluation of Federal Register updates and facilitating the updating of processes, procedures, and training to maintain compliance.
  • Reviews external state and federal agency audit findings and provides recommendations to internal procedures and/or compliance manuals.
  • Collaborate with Operations SME's to address areas of improvement identified from field assessments and/or changes to processes and procedures.
  • Maintain working knowledge of regulatory requirements, company procedures and documents to satisfy regulatory compliance.
  • Assists with communicating and implementing improvements to programs and documentation to ensure compliance with regulations.
  • Assist in development and implementation of Regulatory Training programs.
  • Assist in review of Management of Changes for compliance validation.
  • Assist in preparing and executing external regulatory reporting obligations for compliance with regulations.
  • Assist Operations procedure reviews and ensuring procedure updates are maintained in accordance with applicable law.
  • Support the Company's functional groups in planning, process, and control management.
  • Cooperates with LNG Operations personnel, engineering, and other stakeholders to share lessons learned, experiences, and knowledge to ensure safe, reliable, and efficient operations.
Minimum/preferred experience required for the position:
  • 5+ years of related regulatory experience. Preferred minimum of 2 years of experience in LNG industry.
  • Preferred experience in PHMSA and USCG rules and regulations.
  • Must be able to acquire and maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
  • Corporate or consulting experience in designing and implementing compliance programs preferred.
Minimum/preferred knowledge, skills, and abilities required of the position:
  • Basic knowledge of how federal/state regulatory agency websites work for report submittals and ability to resolve possible errors returned regarding specific data.
  • Strong interpersonal skills required, including exceptional written and verbal communication skills (English language).
  • Detail-oriented, strong organizational skills, and ability to prioritize responsibilities to meet critical deadlines with a high degree of accuracy.
  • Ability to work independently with minimal oversight.
  • Exceptional analytical, problem-solving, and critical thinking skills.
  • Computer savvy including Microsoft Office Suite including Word, Excel, and PowerPoint.
  • Ability to interface and effectively communicate with various internal and external stakeholders.
  • Ability to multi-task and function in a highly dynamic atmosphere.
  • Must be able to travel to construction site periodically for regulatory inspections.
Required/preferred education:
  • Bachelor's degree preferably in Environmental Sciences, Engineering, or related field.
Work Environment
This position operates in a professional office environment with occasional work within or outside of a complex construction environment. This role routinely uses standard office equipment such as computers, phones, photocopiers/fax, filing cabinets, etc. This is primarily a sedentary role; however, the incumbent must be able to stand and/or sit continuously to perform all essential job functions for a full shift.

* Ability to lift up to 20 lbs. as required in order to lift files, boxes and office equipment as necessary.
* Ability to lift files, open filing cabinets and bending, standing on a stool, or climbing as necessary to perform these functions.
* While performing the duties of this role, the incumbent may be required to talk or hear.
* The incumbent is required to stand, walk, use hands to handle or feel; and reach with hands and arms.
* Ability to move throughout all areas of each office/site location and facilities.
* Able to wear all necessary PPE equipment to perform job functions.
