The Senior Manager of Enterprise Data Governance will lead the development and implementation of Brown and Caldwell's data governance strategy across the organization. This role is critical to ensuring that our data assets are managed effectively, consistently, and securely, with an emphasis on supporting our environmental engineering, compliance, and infrastructure management solutions. You will collaborate with cross-functional teams to implement data policies, ensure regulatory compliance, and maintain the integrity of our data across multiple business units, including water and wastewater management, environmental compliance, and sustainability initiatives. The Senior Manager will lead efforts to improve data quality, data protection, and governance processes to support the firm's growing digital solutions and analytics capabilities.

Detailed Description:

Data Governance Strategy & Execution:



  • Develop and implement the enterprise-wide data governance framework, ensuring alignment with Brown and Caldwell's business objectives and regulatory requirements.
  • Lead the development and enforcement of data policies, standards, and best practices to ensure high-quality, consistent, and secure data across the organization.
  • Collaborate with business units (e.g., Water Solutions, Environmental Engineering, Sustainability) to ensure data governance supports both operational needs and long-term strategic goals.


Data Quality & Integrity:



  • Establish and manage processes for data quality assurance across the enterprise, focusing on ensuring the accuracy, consistency, and completeness of critical data used in environmental solutions, project management, and compliance reporting.
  • Lead efforts to monitor, assess, and resolve data quality issues, driving continuous improvement initiatives.
  • Oversee the development of metrics and key performance indicators (KPIs) to track data quality and governance effectiveness.


Regulatory Compliance & Risk Management:



  • Ensure that data governance processes comply with relevant regulatory standards, including environmental regulations, data privacy laws (GDPR, CCPA), and industry-specific requirements related to water, wastewater, and environmental management.
  • Partner with legal, compliance, and IT security teams to identify and mitigate risks related to data usage, privacy, and protection.
  • Monitor evolving regulatory requirements and adjust data governance policies to ensure continued compliance and reduce organizational risk.


Collaboration with Digital Solutions & Innovation Teams:



  • Work closely with the Digital Solutions and Innovation teams to ensure that data governance supports the development of digital tools, analytics, and other technology-driven initiatives.
  • Facilitate the integration of data governance processes with advanced technologies like data analytics, predictive modeling, and artificial intelligence to support water and environmental resource optimization.


Data Stewardship & Cross-Departmental Collaboration:



  • Develop and lead a network of data stewards across various business units (e.g., water and wastewater, environmental consulting, sustainability) to ensure accountability for data management and quality.
  • Facilitate cross-functional collaboration to promote data stewardship and adherence to governance standards in different areas of the business.
  • Provide training and support to business users, project managers, and engineers on data governance policies and best practices.


Data Governance Tools & Technology:



  • Oversee the selection, implementation, and management of data governance tools and technologies (e.g., data catalogs, metadata management systems) that enhance data governance efforts.
  • Ensure that data governance tools are integrated with existing enterprise systems and processes, facilitating efficient data management and reporting.


Change Management Governance Culture:



  • Drive cultural change across the organization to promote data-driven decision-making, emphasizing the importance of data governance to business success.
  • Lead the development and delivery of training programs and resources that educate employees on data governance policies, data quality standards, and compliance requirements.


Desired Skills & Experience:



  • Bachelor's degree in Data Management, Information Technology, Environmental Engineering, or a related field. Master's degree preferred.
  • 10+ years of experience in data governance, data management, or a related field, with at least 5-8 years in a leadership or management capacity.
  • Experience implementing data governance frameworks, especially in industries such as environmental engineering, infrastructure management, or water solutions.
  • Strong knowledge of data privacy laws, regulatory compliance, and risk management.
  • Expertise in data governance principles, data quality management, and regulatory compliance.
  • Proven ability to lead cross-functional teams and foster collaboration between business, IT, and engineering teams.
  • Strong project management skills, with the ability to lead multiple governance initiatives and projects simultaneously.
  • Strong analytical and problem-solving skills with a focus on continuous improvement of data governance processes.
  • Excellent communication skills, with the ability to influence stakeholders at all levels of the organization.


Salary Range: The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location A: $131,000 - $179,000

Location B: $144,000 - $197,000

Location C: $157,000 - $215,000
