The State Highway Administration's (SHA) Office of Planning and Preliminary Engineering (OPPE) is currently recruiting for an executive service Director (DOT Executive VI) in Baltimore City. This position is open to anyone who meets the preferred qualifications listed below.

Nature of Work: The Director will lead, direct, and manage the activities of OPPE. OPPE includes seven Divisions, which include responsibilities related to planning, programing, project development, environmental documentation, public outreach, data collection, traffic analysis, grant and program management. This position will establish goals, objectives and performance measures for the office and monitor progress in achieving those goals. This position evaluates policies, work processes and procedures to determine areas of improvement or increased efficiency and leading efforts to develop and implement these improvements. This position will represent the department and administration in numerous meetings, often involving sensitive or complex issues, with state and local elected officials, high level federal, state and local government appointed officials, and citizens. This position will also direct the performance of special assignments for the MDOT Secretary and/or SHA Administrator.

Qualifications

Preferred Qualifications:

EDUCATION: A bachelor's degree in engineering, planning, public policy, or management from an accredited college or university.

EXPERIENCE: Ten (10) years of experience in professional engineering or related field. Four (4) years of this experience must have involved the supervision of other employees or exercising responsibility for program development. Five (5) years of the experience must have been in transportation planning, and two (2) years of managerial level experience.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).

Note: U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.


Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland
