Altamira Technologies is seeking a Senior Proposal Manager to be responsible for providing direction for competitive and sole source proposal efforts throughout the business, including responses to Requests for Information, white papers, quad charts, and other pre-RFP deliverables. This critical role is accountable for leading, creating, and training proposal teams responsible for executing the business development strategy designed to capture and win highly competitive business within government, classified, and unclassified markets. Must be able to travel to McLean, VA; and Tampa, FL from your current location as required.
Develops plans and executes all proposal development activities. Engages all stakeholders and aligns team to execute under their functional responsibilities to meet customer requirements. Ensures effective and comprehensive proposal readiness, including executing pre-proposal efforts that effectively transition to the win strategy efforts. Supports writing and reviewing proposal sections throughout the proposal development process to ensure that the proposal is compliant with solicitation requirements and meets/exceeds the evaluation criteria. In close partnership with the Capture Manager ensures timely, effective proposal kickoffs, team standup meetings, and color team reviews, peer reviews, and leadership reviews. Functions as Proposal Manager, lead editor, and desktop publisher for a team of proposal professionals. Reports to the Director of Proposals based in McLean, VA.
Primary responsibilities:
Suggests improvements to proposal management processes, systems, or products to enhance performance. Recognizes, identifies, and mitigates proposal development risks and issues. Prioritizes issues and solves them drawing from prior experience and analysis of issues. Responsible for reporting, sharing lessons learned, and recommending process improvements to leadership and team.
Oversees all aspects of the proposal development process (e.g., proposal writing, editing, illustration, production efforts) from receipt of the DRFP/RFP, through delivery to the customer. Develops proposal volume outlines, compliance matrices, proposal development schedule, and volume templates. Tracks proposal action items and milestone dates and manages all online proposal files. Provides proposal guidance, coaching, and training to other employees. Assists other proposal team members in reviewing outlines/compliance matrices, schedule development, proposal development process questions, and in-process/rolling reviews.
Proactively communicates, collaborates, and coordinates with key individuals and leaders including but not limited to Finance, Contracts, and Pricing, Human Resources, and senior management. Ensures all parties are well informed, understand their roles and responsibilities, and, most importantly, perform to the expectations set.
Required Qualifications:
* 5+ years of effective record of accomplishment in creating and delivering winning Federal Government proposals, especially with Department of Defense and Intelligence Community agencies
* Progressive hands-on and/or management experience with proposal development, technical writing, editing, and publishing
* Proven experience in reading and analyzing RFPs, creating tailored proposal outlines/schedules, managing team activities, managing and evaluating content and pricing development, and re-writing material under tight deadlines
* Strong proposal management, planning, and verbal and written communication skills
* Demonstrated ability to direct and orchestrate collaboratively across a large and distributed business, managing diverse tasks, requirements, and commitments
* Able to motivate and energize a team of cross-functional pursuit team members to develop winning solutions
* Responds efficiently/effectively to time-critical requirements with exceptional results; record of successfully interfacing with Business Development disciplines and varied levels of leadership
* Exceptional verbal and written communication skills
* Exceptional skills with Microsoft Office products including Word, PowerPoint, and Excel
* Bachelor's degree from an accredited university or college
* Current TS/SCI clearance
* U.S. Citizenship
Desired Qualifications:
* Experience within DoD and/or Federal Government acquisition environment
* Proposal management certification (Association of Proposal Management Professionals, company internal certification, other)
