Organizational Unit Overview
The College of Education ( COE) is charged with the preparation of professional educators and allied practitioners. The COE consists of several departments that offer a wide array of undergraduate/graduate teacher education and graduate school administrator, librarians, counselor, adult, and other professional educators. The COE also has several research and service centers under its guidance.
Job Duties
Financial Management (20%):
This position will be dually responsible for the daily financial management of the academic departments, Office of Assessment and Accreditation, Office of Educator Preparation, Office of Administration and Faculty Excellence, and the Office of Research, etc. This position will support the financial manager for the College of Education and will help oversee all transactional, budgetary, and regulatory aspects of the College of Education. This position will prepare financial reports, forecast, prepare budget entries, prepare/update fund authorities, journal entries and cash receipts. Daily financial management of college wide accounts (state, ITF, foundation, grant) with considerable complexity. Monitoring cash flow and financial transactions to optimize financial resources. Preparation of financial reports, forecasting, budget entries and analysis of financial statements and reports. Reporting for ECU Community School with knowledge of Pitt County School guidelines and regulations, State of North Carolina Department of Public Instruction ( NCDPI) and State Board of Education regulations and guidelines. This role will assist with the day-today management of College of Education resources and make sure COE is audit compliant.

Communications (20%):
Position explains in-depth financial information from various reports from ECU, Pitt County Schools and other agencies with state and federal guidelines outside of the university guidelines. This position is responsible for all day-to-day budget management and resource related items that are processed within the College of Education. This includes funding from state, ITF, foundation, grants, and other contracted services. This position will also work with partnerships that involve College of Education. This position will report to the Finance Business Officer III of the College of Education and have daily interaction with the Dean, Departmental chairs, directors, and administrative staff to ensure spending guidelines are followed. Participate in meetings, presentations, and discussions related to financial matters of the College of Education.

Business and Records Administration (20%):
Thorough knowledge of government accounting methods, procedures, and accounting practices of the university that also include knowledge of other county and state agencies. Position utilizes advanced knowledge of ECU financial systems, and other software packages/systems from North Carolina Department of Public Instruction ( NCDPI) and other agencies. Position will run queries and interpret the information. Position will develop complex spreadsheets with advanced knowledge. The position will work with the state-mandated ECU Community school through partnerships with Pitt County Schools, UNC-GA, and NCDPI. The ECU Community School will require knowledge of an ability to work with contractual services, revenue (state and federal funding), monthly payables and receivables, personnel hiring, and tracking other school information. Position will have knowledge of not only ECU regulations, but also Pitt County School regulations along with the State of North Carolina Department of Public Instruction and State Board of Education guidelines.

Information Processing and Decision Making (20%):
Position will resolve complex financial problems through research and analysis by utilizing system information. Position will work with multiple funding sources that are used for various needs throughout the college. Position will work with college staff to assist them with training and problems within their various budgets. Position will manage reporting of complex programs to include preparation and analysis of financial reports. This position will be responsible for ensuring compliance with university policies, procedures, and regulatory requirements related to financial management. Position will work with tracking faculty searches and pulling lapse salary dollars if needed for funding. This position will also make sure the College of Education is compliant with UNC Fit guidelines for monthly reconciliation of all funds (state, foundation, ITF, and grant) throughout the college.

Planning and Organizing Work/Supervision (20%):
This position will serve as a backup role to the lead budget administrator for the COE. Indirectly, this position will supervise the administrative support staff throughout the college on financial matters to assist in each area maintaining accurate records, documentation, and files related to all financial transactions. This position will also oversee procurements processes. This position will work with the Dean of the College of Education to assist with day-to-day management of the College of Education resources and to be audit compliant.
Minimum Education/Experience
Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
License or Certification required by statute or regulation

Preferred Experience, Skills, Training/Education
Strong knowledge of financial principles and accounting practices is preferred. Experience with budgets and budget procedures, including complex spreadsheet management, reconciliations, and reports is preferred. University budget management experience and knowledge of ECU budget regulations and resources is preferred.
