Overview

To plan, direct and manage the multi-function operations of the Mortgage Underwriting branch, to ensure compliance with applicable federal and state laws, rules, regulations, and NFCU policies and procedures. Ensure consistent risk analysis is applied to all first mortgage and equity loans to ensure complete, accurate loans are produced and document integrity is maintained. Serve as primary liaison with internal/external partners, vendors, and other organizations regarding mortgage underwriting issues. Evaluate and adjust branch work quality, staff performance, systems, processes and procedures to meet goals. Serve as subject matter expert regarding branch functions, systems, policies and/or procedures. Manage daily activities of professional employees and/or supervisors. Support executive management in developing and executing strategic plans.

Responsibilities

  • Develop branch strategy, establish priorities and set goals; evaluate and implement standards to ensure alignment with department/organizational objectives
  • Manage and direct operations to ensure targets, service level agreements and corporate objectives are met
  • Monitor work environment and direct allocation of resources to ensure adequate staffing to meet production and member service standards
  • Conduct benchmarking and trend analysis to drive continuous process improvement and elevate service performance, increase member experience quality, generate revenue, minimize financial risk, and maintain high operational efficiency
  • Develop and implement change management solutions, by identifying and resolving operational and performance gaps and obstacles
  • Review loans identified as possible internal/external fraud; make recommendations to management to minimize the financial risk to NFCU
  • Review complex/sensitive credit applications that exceed the authority of Underwriters and take appropriate action
  • Review complex member loan appeals for submission to the Chairman and/or Credit Committee and recommend appropriate loan action
  • Investigate member inquiries/complaints pertaining to Credit Committee actions, and take appropriate action
  • Collaborate with secondary investors to develop changes to underwriting guidelines
  • Provide guidance and direction to supervisors regarding strategic projects, complex member related matters and operational issues; authorize appropriate solutions to resolve issues
  • Maintain thorough knowledge of and ensure compliance with applicable federal and state laws, rules, regulations and NFCU policies and procedures
  • Monitor and analyze changes to applicable federal and state laws, rules and regulations; develop action plans for implementation/dissemination and coordinate changes with affected branches/divisions
  • Oversee quality control audits to ensure compliance with applicable federal and state laws, rules, regulations, and NFCU policies and procedures
  • Serve as an appointed alternate Credit Committee member as liaison with Secondary Marketing, Investors, FHA and the VA Central office to discuss and resolve issues
  • Ensure business unit awareness of NFCU products, services, policies and procedures
  • Collaborate with other business units to analyze and improve procedures and resolve problems
  • Provide overall leadership to large strategic projects and/or programs; ensure effective management of projects from inception through implementation
  • Develop and implement new/updated policies, procedures, goals and priorities for the branch as necessitated by demands, changing conditions, volume and/or management request
  • Oversee the completion, evaluation, and submission of reports to senior management
  • Serve as change management lead for branch; apply change management principles and knowledge to conduct organizational assessments, develop strategies, change roadmaps and plans
  • Perform other duties as assigned

Qualifications

  • Expert knowledge of applicable federal and state laws, rules and regulations governing real estate underwriting and mortgages
  • Expert knowledge of first mortgage and equity loan products including fixed and adjustable rate programs, closed and open end loan programs, portfolio and agency products
  • Advanced knowledge of financial industry trends, lending practices, products and services, technology, and regulations
  • Extensive progressively responsible experience leading and managing a mortgage underwriting operation, preferably in a large financial institution
  • Advanced knowledge of data querying, reporting, forecasting, analysis and operations research, including statistical methods and modeling
  • Extensive experience in managing cross-functional, multi-business unit, multi-dimensional teams and projects of the highest complexity which have business risk and impact
  • Extensive experience in supervising, leading and mentoring employees on site, and in remote locations Desired - Advanced knowledge of NFCU products, services, programs, policies and procedures

  • Bachelor's Degree in Business Administration, Finance, or a related field, or an equivalent combination of education, training, and experience
