Enbridge is actively seeking a Regulatory Specialist II. This role will be responsible for key participant in Enbridge's US regulatory process for rate and certificate filings for existing natural gas facilities as well as new commercial development projects. You will also coordinate the preparation of notifications, approvals, and requests, including variance and data requests, for active construction and abandonment projects, and of documents required for periodic compliance reporting. Point of contact with internal and external stakeholders to coordinate timely and responsive submittals of requested information and timely approvals received.

Develop a strong knowledge of FERC regulations, ratemaking concepts, and accounting and tax theories and practices. Manages the compilation and formulation of responses on FERC certificate issues, Notice of Proposed Rule Making, Notice of Inquiries and Final Orders.

What You Will Do:

  • Assists in the determination of regulatory strategy for rate case filings as well as facility and/or service expansions and/or abandonments. The Specialist II is a key participant in the compilation of statements and schedules for cost of service and rates in support of rate case filings, as well as rate design changes.

  • Coordinates the preparation of blanket certificate and other applications, as necessary, to ensure timely and complete submittals to the Federal Energy Regulatory Commission (FERC) for new projects.

  • Coordinates the preparation of compliance reports and/or notifications to be filed pursuant to the Code of Federal Regulations as they relate to Blanket Certificate reporting and/or notifications, 2.55 Auxiliary Facility and Replacement notifications and reporting, Peak Day reporting, semi-annual storage reporting, and Texas Railroad Commission reporting.

  • Coordinates the preparation and review of quarterly, semi-annual and annual regulatory filings, including fuel/electric trackers, index of customers, entitlements and PCB audit; review financial reports prepared by the accounting department for submission to regulatory agencies.

  • Provides strategic guidance and advice during meetings with project development teams on regulatory requirements as well as new or revised interpretations of requirements.

  • The Specialist II must also be able to lead meetings with project development teams to formulate strategic responses on FERC rate and certificate issues. This requires a strong understanding of the project scope and working with various department levels in order to combine that understanding with the knowledge of the federal and/or state regulatory agency procedures and trends.

  • Must develop and maintain strong relationships with all internal and external stakeholders to ensure timely processing of applications, approvals and requests, as appropriate.

Required:

  • Bachelor Degree in Accounting, Business, Economics/Finance, Engineering, Law, or Environmental Science.

  • Seven or more years of directly related experience

  • Strong ability to speak and write in a clear, concise, and organized manner

  • Strong ability to develop collaborative working relationships with internal and external stakeholders

  • Strong ability to effectively solve problems by using analytical skills to reach a logical conclusion.

  • Strong working knowledge of Enbridge assets

Preferred:

  • Minimum of ten years of industry experience

Working Conditions:
  • Office environment with average work hours in the range of 40+ hours per week.

  • Some travel required

  • Company paid international relocation is not offered for this role.
